Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and in the light of the actual situation of this Municipality in order to strengthen the management of dog raising, standardize the dog raising behavior, safeguard the health and personal safety of citizens, and maintain public order and the city appearance and environment. Article 2 These Regulations shall apply to the immunization, registration, feeding, management, shelter and related management activities of dogs in urban areas and counties (cities) of this Municipality. The urban area is delineated by the people's government of the city, county (city) and Yangling District, and announced to the public.

The management of police dogs and special-purpose dogs in zoos, professional performance groups, scientific research institutions and other units shall be implemented in accordance with relevant state regulations. Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline by dog owners, participation by grass-roots organizations and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall be responsible for dog management within their respective administrative areas, establish a coordination and guarantee mechanism for dog management in urban areas, organize special rectification activities for dog management every year, coordinate and solve major problems in dog management, and incorporate the funds required for dog management into the fiscal budget.

The competent agricultural and rural departments are responsible for the quarantine and immunization of dogs, the monitoring of rabies epidemic and the harmless treatment of dogs.

The competent department of health is responsible for the education of rabies prevention, prevention and control of human rabies epidemic and epidemic monitoring.

The competent department of comprehensive law enforcement of urban management is responsible for investigating and handling the behavior that affects the city appearance and environmental sanitation due to the management of dogs.

The competent department of housing and urban and rural construction is responsible for the supervision and management of property service enterprises or other managers to dissuade and report illegal dog-raising behavior within the management area.

Finance, administrative examination and approval, civil affairs, market supervision, natural resources and other relevant departments shall, in accordance with their respective responsibilities, do a good job in dog management in urban areas. Sixth residents' committees shall do the following dog management work according to law:

(five) to assist the relevant administrative departments to carry out dog management. Article 7 The owners' congress may incorporate the matters of dog-raising autonomy into the management statute.

Property service enterprises or other managers shall assist the relevant administrative departments to carry out dog management; Discourage and stop the illegal dog-raising behavior in its property service area. Discourage or stop ineffective, it shall report to the relevant administrative departments in a timely manner. Eighth public security, agriculture and rural areas and other relevant departments should take the initiative to strengthen contact with community residents' committees and owners' committees, and guide residential areas to manage their own dogs.

Encourage relevant industry associations, animal protection organizations and other social groups and volunteers to participate in dog management activities. Article 9 The people's governments of cities and counties (cities, districts) and their relevant departments shall, through various forms, carry out publicity and education on keeping dogs scientifically according to law and preventing rabies.

News media such as radio, television, newspapers, websites, etc. should strengthen social morality education and dog-raising knowledge propaganda, and guide dog owners to form good dog-raising habits.

State functionaries, public figures, etc. It should play an exemplary role in promoting the civilized and scientific dog-raising work according to law.

Encourage dog industry associations, animal protection organizations and other social groups to formulate industry norms, advocate civilized and scientific dog raising according to law, and assist relevant departments in dog management, publicity and education. Article 10 Dog owners shall raise dogs in a civilized and scientific manner according to law, strengthen self-discipline, respect social morality, and shall not interfere with the normal life of others or affect public order and city appearance and environmental sanitation.

Encourage dog owners to keep dogs for life. Encourage the acquisition of dogs through adoption. Eleventh any unit or individual has the right to report and complain about acts in violation of the provisions of these regulations.
