Article 2 The term "urban management" as mentioned in these Provisions refers to the management of city appearance, landscaping, municipal roads, urban drainage, rivers, public passenger transport, road traffic safety, community public service facilities and community environment in order to ensure the normal operation of urban infrastructure and maintain the good order of urban public space.

These Provisions shall apply to the streets and towns where the central city, the built-up area of Binhai New Area, the county people's government are located, and other areas where urban management is implemented as determined by the Municipal People's government.

Article 3 Urban management shall follow the following principles:

(a) adhere to a high starting point planning, high standard construction, efficient management, urban planning, construction and management should fully reflect the people-oriented;

(2) Insist on system innovation, and establish a management system with shifted management focus, districts and counties as the main body, clear rights and responsibilities, pragmatism and high efficiency;

(3) Adhere to scientific management and mechanism innovation, and improve the mechanism of social participation, market operation, government supervision and efficient operation;

(four) adhere to the combination of education and guidance and strict management according to law, and form a social atmosphere in which everyone is law-abiding, civilized and self-disciplined.

Article 4 The Municipal People's Government shall set up an urban management committee to make overall plans and coordinate major issues of urban management.

Article 6 The municipal, district and county people's governments shall incorporate the funds needed for urban management into the fiscal budget at the same level, and maintain moderate and steady growth with the increase of management tasks, the improvement of maintenance standards and the renewal of management facilities, so as to achieve full protection.

Article 7 Urban planning and construction shall meet the requirements of long-term urban management. The relevant departments shall listen to the opinions of the relevant departments of urban management and the district and county people's governments when planning and constructing.

Eighth people's governments at all levels and their subordinate departments, news media and units should strengthen the publicity and education of urban management, constantly enhance citizens' awareness of civilization, and encourage citizens to consciously participate in urban management activities.

Units and individuals that have made remarkable achievements in urban management shall be commended and rewarded. Ninth city management department, in accordance with the following division of responsibilities to perform the duties of city management:

(a) the city garden management department is responsible for the supervision and management of city appearance, environmental sanitation, landscaping and lighting, and has direct management responsibility for municipal parks, garbage transfer and disposal sites, and is responsible for entrusting the municipal electric power company to undertake the maintenance and conservation responsibility of street lamps;

Tenth city management is the main responsibility of the district and county people's governments. The people's governments at the county level shall be responsible for the overall management of the urban management in this area and perform the following urban management duties:

(three) to organize the daily supervision, inspection and assessment of urban management in this area, and investigate and punish those who fail to perform their duties according to law.

The district and county people's governments shall be responsible for the urban management of the areas entrusted by other district and county people's governments.

Eleventh street offices, the town people's government shall perform the duties of urban management, in accordance with the division of labor to implement the responsibility of conservation, maintenance, organization and mobilization of units within the jurisdiction to participate in urban management activities.

Neighborhood offices and town people's governments shall define departments and personnel, organize, guide and supervise property management activities within their respective jurisdictions, and coordinate the relationship between property management and community management and community service.

Sub-district offices shall, in accordance with the provisions of laws, regulations and rules, or accept the entrustment, impose penalties on urban management violations within their respective jurisdictions.

Twelfth residents' committees are responsible for the daily management of community public service facilities, and organize and mobilize residents to participate in urban management activities.

Article 14 Electric power, communication, heating, water supply, gas and other enterprises and the ownership units of drainage, cable television, traffic signals and other facilities are responsible for the maintenance, conservation and safety of various underground professional pipeline covers, transformer boxes, control cabinets, overhead pipelines and overhead pipeline poles.

Twenty-third public passenger traffic management shall meet the following requirements:

(1) The operating lines are designed reasonably, and the operating hours are convenient for public travel, safe driving and civilized service, and there are no illegal acts such as illegal driving, refusing to carry passengers, parking at will, charging excessive fees, spitting or dumping garbage by vehicles;

(two) passenger vehicles have good performance, complete and clean facilities, uniform and standardized signs, and unlicensed vehicles are strictly prohibited from engaging in passenger transport business;

(3) The passenger station has complete facilities, standardized signs, clean station area, reasonable vehicle dispatching, and no unauthorized soliciting, illegal charging or parking;

Article 24 The management of airports, railway passenger stations and port passenger terminals shall meet the following requirements:

(a) complete facilities, complete functions, standardized identification, clean environment, timely and accurate information release, scientific and standardized service process, and orderly passenger collection;

(two) the facilities provided for the orderly parking of other vehicles are complete, well managed, and the various modes of transportation are smoothly connected;

Twenty-fifth municipal highway management shall meet the following requirements:

Twenty-sixth urban drainage and river management shall meet the following requirements:

(a) the drainage pipeline is unobstructed, the manhole cover is complete and intact, no sewage escapes, the drainage pumping station equipment is intact, and the normal discharge of sewage and drainage in flood season is ensured, the drainage channel is unobstructed, the gate is intact, and the opening and closing are flexible;

Twenty-seventh construction site environmental management shall meet the following requirements:

(a) the construction site is clean and tidy, the enclosure is firm, and there is no sewage and sludge overflow, no dust, no construction waste scattered in the air and no noise disturbing the people within the specified time;

(2) Transport vehicles should be sealed and clean without leakage, and should be washed when driving out of the field;

In accordance with the principles of fairness, openness and justice, the units and persons responsible for maintenance shall be determined by public bidding, and the maintenance standards, rights, obligations and liabilities for breach of contract shall be clearly defined by signing contracts.

Article 31 The Municipal People's Government shall assess the urban management work of the district and county people's governments and the relevant departments of urban management. The specific assessment work shall be organized and implemented by the Office of the Urban Management Committee.

The office of the Urban Management Committee conducts monthly assessment of the urban management work of the district and county people's governments and the municipal urban management department.

Two-way assessment is carried out between the relevant departments of urban management and the district and county people's governments.

Thirty-second city management assessment results reported to the relevant leaders of the Municipal People's government, copied to the Municipal Party Committee Organization Department and the municipal supervision department, and published in the news media.

Thirty-sixth urban management departments and digital urban management platforms should publish contact information such as supervision telephone numbers to facilitate public supervision.

The digital city management platform shall notify the relevant departments to deal with the complaint information, and feedback the complainant within 7 working days from the date of receiving the complaint information.

Article 39 If the relevant municipal urban management departments, district and county people's governments and law enforcement agencies fail to perform or slowly perform their supervision and management responsibilities, once discovered, the Urban Management Committee will expose the responsible unit, the principal responsible person and the person directly responsible in the media, make an appointment and talk, and propose punishment suggestions to the relevant departments when necessary. Forty-eighth pedestrians and non-motor vehicle drivers are strictly prohibited from crossing the road at will, running red lights or crossing road isolation facilities. Dog owners should not interfere with or affect the normal life of others. When you take a dog out of the house, you should bring a dog registration certificate, put a muzzle on the dog, and an adult will take the lead and consciously avoid others. Dogs are prohibited from entering public places, public transport vehicles and long-distance passenger vehicles. In violation of the provisions of the preceding paragraph, the urban management comprehensive administrative law enforcement organ shall order it to make corrections, restore the original state, and impose a fine of 2000 yuan; If losses are caused, it shall be liable for compensation according to law.

Article 55 If an organ, a public organization, an army unit, a school, an enterprise, a public institution or an individual operator fails to perform the responsibility of cleaning, snowing and shoveling ice in front of the door, the competent department at a higher level shall order it to make corrections within a time limit; if it fails to do so within the time limit, the competent department at a higher level shall give it a warning until informed criticism; For enterprises and individual operators, the county-level city appearance and environment department shall criticize and educate them and order them to make corrections within a time limit.
