How to manage private public toilets?

Public toilets with private property rights are all paid out of property fees. Or, from the community advertising revenue and parking fees.

I saw a toilet made of bungalows in a corner on the right side of the bus stop. There is a small table in front of the toilet. On a piece of white paper on the table, the words "charge 50 cents" are written. A middle-aged man sat there and charged the toilet users.

When the reporter wanted to enter the toilet, he was stopped by a man and asked about the cost.
