The real estate administrative department shall, within ten working days from the date of accepting the application, conduct on-the-spot investigation of the house, make a decision on whether to approve it in accordance with the provisions of these regulations, and notify the applicant in writing. No fees shall be charged for the examination and approval procedures.
If there is a housing management department or property management unit, the user of the house shall declare to the housing management department or property management unit of the unit before construction. Article 7 When the main body and load-bearing structure of a house are changed and renovated, the user of the house shall, within seven working days after the main body and load-bearing structure are changed and reinforcement measures are taken, apply to the original examination and approval authority for the safety inspection of the house structure. The original examination and approval authority shall conduct inspection within seven working days after receiving the application. Only those who pass the inspection can continue to decorate. Eighth seriously damaged and dangerous houses need to be renovated, and they must be repaired and strengthened, and can only be renovated after they meet the safety conditions. Article 9 Decoration involving changes in the main body and load-bearing structure of the house must be carried out in strict accordance with the approved scope and project construction; Need to change the scope and project, housing users should apply to the original examination and approval authority for change procedures. Tenth units engaged in housing decoration design, construction and supervision must have corresponding qualification certificates.
Individual employees engaged in house decoration must obtain corresponding professional qualification certificates in accordance with relevant state regulations. Eleventh house decoration shall not damage the structural performance of waterproof layer and concrete floor, and shall not damage public facilities such as water supply and drainage, power supply, gas supply, fire protection and communication, and shall not damage other people's houses and articles. Twelfth housing decoration must be carried out in strict accordance with technical specifications, and no fraud, Jerry-building, shoddy, unqualified decoration materials shall be used. Thirteenth units and individuals engaged in the construction of house decoration shall take measures to avoid or reduce the harm of dust, waste gas, waste water, noise and vibration generated in the construction to the normal life of neighboring residents.
In the area where residents live, they are not allowed to engage in house decoration activities that generate noise from 12: 30 to 14: 30 or 19 to 7: 00 the next day. Article 14 Waste generated from house decoration shall not be littered, and house users shall pile it up at the place, manner and time designated by the property management unit, the local residents' committee or the housing management department of the unit, and remove it in accordance with relevant regulations. Fifteenth real estate administrative departments should strengthen the supervision and inspection of housing decoration and preparation activities, and promptly investigate and deal with illegal acts.
When inspectors enter the construction site to carry out inspections, they must produce administrative law enforcement certificates, and the units and individuals under inspection shall cooperate.
