(5) Organs, organizations, schools, armed forces, enterprises, institutions and individual operators shall be responsible for the areas under their jurisdiction;

(seven) the market management unit is responsible for market management; Commercial stalls are the responsibility of practitioners;

(eight) the coastal waters, beaches, slope protection and sea surface within the scope of wharf operation shall be the responsibility of the management unit or business unit; Other sea areas shall be the responsibility of the professional management department of city appearance and environmental sanitation;

(nine) to hold large-scale outdoor activities, the organizing unit shall be responsible for keeping the site clean and tidy during the activities, and cleaning up the site in time after the activities;

(10) The construction unit is responsible for the construction site and the owner is responsible for the site to be built.

In accordance with the provisions of the preceding paragraph, it is impossible to determine the responsible area and responsible unit, which shall be determined by the administrative department of city appearance and environmental sanitation of the district where it belongs; Cross regional, determined by the municipal administrative department of city appearance and environmental sanitation.

Thirteenth town people's government, street offices shall organize the signing of the city appearance and environmental sanitation responsibility area, and check the implementation of the responsibility. The responsibility book of marine environmental sanitation is signed by the professional management department of city appearance and environmental sanitation and the responsible unit of marine environmental sanitation.

Fourteenth city appearance and environmental sanitation administrative departments should strengthen the guidance, supervision, inspection and assessment of the implementation of the city appearance and environmental sanitation responsibility area system.
