Is the elevator change fee paid by the property or the owner?

According to the provisions of Article 36 of the Property Management Regulations, the property service enterprise shall, in accordance with the provisions of the property service contract, repair and replace the facilities and equipment used by the property, and bear the corresponding expenses. At the same time, according to Article 45 of People's Republic of China (PRC) Property Law, the property service enterprises are responsible for repairing the damage or destruction of public parts. Therefore, as a public facility, if the elevator needs to be replaced or maintained, the property service enterprise shall bear the due expenses.

In addition, the owner shall abide by the relevant provisions of the Property Management Regulations and the Property Law of People's Republic of China (PRC), and shall not alter or damage the facilities and equipment in public areas without authorization, and properly use and keep them.
