Property built by a real estate development enterprise that is sold or leased to two or more owners for the same purpose shall be subject to property management.

Article 4 When developing and constructing new properties, the development and construction unit shall build supporting property management facilities and formulate the preliminary property management plan. The preliminary property management plan shall be reported to the real estate management department for the record. After the completion of the property, the real estate management department shall check and accept the supporting facilities of the property management. Article 5 The construction unit shall provide the owner's self-regulatory house and property management house (at least 50 square meters) according to the proportion of 2‰ to 4‰ of the total construction area of the property, and the expenses shall be included in the development and construction cost, and the property rights shall be owned by all owners. Article 8 When the development and construction unit transfers the property management right to the owners' committee, it shall also hand over the following materials:
(a) the regional plan of property management and the general plan of completion;
(two) single project construction and structure, equipment, greening project completion map;
(3) Completion drawing of underground pipe network;
(4) Technical data on the use and maintenance of relevant facilities and equipment;
(five) the project quality acceptance data and quality assurance agreement;
(six) the list of houses, public service facilities and other projects in the property management area and the proof of ownership;
(seven) the instructions for the use of the house and the quality guarantee;
(eight) comprehensive inspection data of the property;
(nine) other materials that should be handed over.
The real estate management department shall supervise and guide the transfer work. Article 9 A property management enterprise shall meet the following conditions:
(1) Having clear articles of association and a fixed office space;
(two) a sound organizational management system, and equipped with all kinds of professional and technical personnel and economic management personnel to adapt to the enterprise qualification level;
(3) Having a registered capital meeting the requirements of the corresponding qualification grade;
(4) Having a financial management system that meets the requirements of the state;

Property management enterprises that meet the requirements stipulated in Article 9 shall apply to the real estate management department for the qualification certificate of property management enterprises and go through the registration formalities according to law.
Property management enterprises outside this Municipality shall enter this Municipality to engage in property management activities, and shall file with the municipal real estate management department with qualification certificates and relevant documents. Eleventh before the convening of the first owners' meeting, the development and construction units should hire property management companies to provide property management services. The property management enterprise shall sign the preliminary property management service agreement with the owners one by one, and the agreement involving the interests of the owners shall be consistent.
If the owners' committee or any other organization entrusts a property management enterprise to provide management services, it shall sign a property management service contract with the entrusted property management enterprise. The content of the property management service contract shall conform to the provisions of Article 33 of the Provincial Property Regulations.
The selection of property management enterprises should be based on public bidding and under the guidance of property management departments. In a property management area, property management enterprises should be entrusted to provide management services.
The property management service contract and the preliminary property management service agreement shall be reported to the property management department for the record. Twelfth property management service fees and standards, according to the "provincial property regulations" provisions of article thirty-sixth, article thirty-seventh.
Property management companies can provide special services other than those stipulated in the property management service contract for the owners or users, and the service fees shall be determined through consultation between the property management companies and the owners or users.
