Legal analysis: the property has no right to prevent the owner from going home. There is an "employment relationship" between the owner and the property management company, that is, the owner hires the property management company to provide services for them, maintain the order, safety and environmental sanitation of the community, and participate in the daily management of public affairs. Accordingly, since the owners have accepted the services of the property management company, they should pay the corresponding property fees. If the owner refuses to pay without justifiable reasons, it constitutes a breach of contract and should bear the corresponding liability for breach of contract.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.

Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
