(5) Property Management Section

To be responsible for the guidance, supervision and management of the real estate service industry within its jurisdiction, and organize the implementation of industry management development plans, laws and regulations; Assist in the qualification licensing of property service enterprises within the jurisdiction, be responsible for the follow-up supervision and management, and guide the preliminary property service work; Responsible for the supervision and management of housing lease within the jurisdiction; Responsible for the property management of the houses directly under the jurisdiction, responsible for the requisition compensation of the houses directly under the jurisdiction, and handling the relevant procedures such as takeover, escrow and withdrawal of the houses directly under the jurisdiction; Cooperate with overseas Chinese and other relevant departments to implement overseas Chinese housing and other housing policies.

(6) Real Estate Management Section

Responsible for the implementation of real estate regulation and supervision policies; Responsible for the supervision and management of housing transactions within the jurisdiction; Responsible for the supervision and management of real estate development behavior within the jurisdiction, and responsible for the filing of the Real Estate Development and Construction Project Manual for various development projects within the jurisdiction; Responsible for the supervision and management of supporting public service facilities in residential areas within the jurisdiction, and responsible for the transfer of supporting public service facilities; Responsible for supervising project construction, investment, quality, safety, progress, engineering change, completion acceptance, handover, settlement and final accounts, and coordinating related work involved in project implementation; Participate in the preliminary work such as scheme design, planning and construction application, preliminary design, budget preparation, bidding or entrustment of projects within the scope of supervision projects, and the implementation of land acquisition and demolition of pipelines.

(7) Planning and Statistics Section

Responsible for the preliminary work of urban construction projects implemented by the Bureau, including fund implementation, project approval and approval, and the preparation of technical documents related to project construction such as design, survey and budget estimate; Responsible for the bidding or entrustment of urban construction projects implemented by the Bureau; Responsible for the capital planning and allocation of urban construction projects implemented by our bureau; Responsible for the statistical work of urban construction projects implemented by the bureau; Participate in land acquisition, pipeline relocation and transformation; Cooperate with the settlement and final accounts of the construction department.

Responsible for supervising the implementation of key public buildings, facilities and other urban construction projects in the region; Responsible for supervising project construction, investment, quality, safety, progress, engineering change, completion acceptance, handover, settlement and final accounts, and coordinating related work involved in project implementation; Participate in the preliminary work such as scheme design, planning and construction application, preliminary design, budget preparation, bidding or entrustment of projects within the scope of supervision projects, and the implementation of land acquisition and demolition of pipelines; Responsible for coordinating the power grid construction within the jurisdiction; Responsible for supervising the implementation of project bidding, land acquisition and demolition; Assist relevant municipal departments to organize and implement urban construction projects.

(9) Municipal Construction Section

Responsible for supervising the construction of new roads, bridges, tunnels, culverts (including drainage, lighting, pipeline corridors, greening, traffic signs and command and control systems) and other municipal engineering projects, and organizing the implementation of the transformation, renewal, major and medium-sized repair and expansion of the original municipal facilities in the jurisdiction; Responsible for supervising project construction, investment, quality, safety, progress, engineering change, completion acceptance, handover, settlement and final accounts, and coordinating related work involved in project implementation; Participate in the preliminary work such as scheme design, planning and construction application, preliminary design, budget preparation, bidding or entrustment of projects within the scope of supervision projects, and the implementation of land acquisition and demolition of pipelines.

(10) Construction Management Department

Responsible for the management of the construction industry and the supervision and management of the construction market in the whole region, and assist in approving the construction permit; Responsible for the supervision and management of engineering quality; Responsible for the supervision and management of the use of new wall materials, ready-mixed concrete and other building materials; Responsible for safety production, emergency management and civilized construction on the project site; Responsible for the supervision and management of the safe use of construction machinery and equipment on the project site; Responsible for supervising the standardization and compliance of on-site safety production; Responsible for promoting green construction in the construction process; Participate in the investigation and handling of engineering construction quality and safety accidents; Responsible for the project completion acceptance record; Responsible for the review and filing of engineering construction drawing design documents; Responsible for the preliminary design review of large-scale construction projects (housing construction projects); Responsible for the filing of the results of civil building energy-saving design review; Responsible for the promotion and construction of new technologies, new products, new equipment and new materials; Responsible for the overall management of civil building energy conservation and green building funds; Organize the promotion of building energy-saving and green buildings, and cooperate with the implementation of civil building energy consumption statistics, audit and energy consumption monitoring, energy efficiency evaluation, energy-saving renovation of existing buildings and the application of renewable energy buildings; Cooperate to promote the recycling of construction waste; Coordinate the continuing education, post and skill training of construction employees; Cooperate with relevant municipal departments to collect Guangzhou bulk cement fund, new wall materials fund and supporting fees for urban infrastructure.

To undertake the management of urban roads (including sidewalks and related public places) within its jurisdiction (excluding administrative penalties); Assist in examining and approving the occupation, excavation, removal and reconstruction of urban municipal facilities; Assist in examining and approving the dredging, excavation, piling and pipeline laying facilities (district management facilities) in the safety protection zones of bridges and tunnels; Responsible for the preliminary design review of large and medium-sized roads, bridges and tunnels; Responsible for the supervision and management of urban road maintenance industry; To undertake the organization and implementation of district-level urban road maintenance; Responsible for the emergency treatment of municipal facilities in this area; Responsible for the digital municipal construction of municipal facilities in this area; Responsible for municipal inspection and inspection management; Responsible for the supervision, management, maintenance and operation of urban road ancillary facilities (except garage guardrail and pedestrian guardrail) and traffic facilities (except traffic lights, guidance screens and traffic monitoring facilities); Responsible for the supervision and management of the lighting industry within its jurisdiction; Coordinate relevant departments to promote the comprehensive management of underground pipelines and strengthen the guidance, supervision and inspection of the construction and management of underground pipelines.

Organize and coordinate the construction of landscaping projects implemented by our bureau, and be responsible for the implementation of preliminary funds, project approval, and the preparation of technical documents related to project construction such as design, survey and budget estimate; Responsible for the landscaping construction projects entrusted by the Bureau; Responsible for the fund planning and allocation of the landscaping construction projects implemented by our bureau; Responsible for the statistical work of landscaping construction projects implemented by our bureau; Responsible for supervising the project construction, investment, quality, safety, progress, engineering change, completion acceptance, handover, settlement and final accounts; Responsible for coordinating related work involved in project implementation; Participate in the demolition of supervision projects.

(XIII) Greening Park Management Office (Guangzhou Liwan District Greening Committee Office)

Assist in the administrative examination and approval of tree migration, felling, pruning and temporary occupation of green space; Assist in examining and approving the License for Forest Seed Production and Operation; Responsible for the management and maintenance of public greening, ancient and famous trees and other urban greening within the jurisdiction, protect all kinds of urban green spaces within the jurisdiction according to law and assist in investigating and handling relevant cases in violation of urban greening laws and regulations; Responsible for the greening "three defenses" rescue work; Organize the nationwide voluntary tree planting activities within the jurisdiction; Responsible for guiding, coordinating and supervising the construction and inspection of "garden-style" units within the jurisdiction; Organize the exchange of scientific and technological information on urban landscaping; Responsible for guiding and supervising the monitoring and prevention of pests and diseases in trees and green spaces; Responsible for the preparation of the annual work and fund plan for urban greening management in the area under its jurisdiction; Responsible for the statistical work of greening in the jurisdiction; Be responsible for publicizing and implementing relevant laws, regulations and policies such as Guangzhou Park Regulations; To guide and inspect the planning and construction of regional parks and scenic spots; To guide and inspect the business management of greening and maintenance, environmental sanitation and other aspects of the park; Guide and inspect the exhibition, service industry management and other aspects of park scenic spots; Responsible for the planning, construction, maintenance and management of greenways in this area, and responsible for the daily work of the Greenway Construction Management Office in Liwan District, Guangzhou.

(XIV) Finance Section (Audit Section)

Organizing the preparation, adjustment and disclosure of departmental budgets and final accounts; Responsible for the financial accounting and special fund arrangement of the bureau, supervise the implementation, and guide the financial management and the use of financial funds and the implementation of taxes and fees of the subordinate units of the Supervision Bureau; Be responsible for approving the budgets of subordinate units; Responsible for the collection of rent for public property and entrusted houses in the jurisdiction, and the reimbursement and settlement of rent for entrusted, temporary and robbed houses; Responsible for the payment of settlement funds for the renovation project of this bureau; To assist the Bureau in examining and approving infrastructure investment plans and capital use plans; Responsible for the economic responsibility audit of leading cadres and organize the implementation of internal audit.
