According to Article 15 of the Property Management Regulations, the owners' committee shall carry out the matters decided by the owners' meeting and perform the following duties:

To this end, the Beijing Municipal Commission of Housing and Urban-Rural Development has developed the mobile phone voting system "Beijing Owner" APP, and launched a pilot project in Shangjing Jiayuan, Chaoyang District. Its functions include: voting, evaluating property, complaining about maintenance and informing the public.

The APP relies on the housing life cycle platform of Beijing Municipal Commission of Housing and Urban-Rural Development, and realizes the real-name authentication of the owner by inputting the ID number and real-name certificate number. Only clients who have completed real-name authentication are eligible to vote in this community, and the system will automatically calculate the results after voting. This effectively reduces the voting cost and ensures the openness, fairness and transparency of voting.

The "Shangjing Jiayuan" community located in donghu street, Chaoyang District is electing the owners' committee, becoming the first pilot community of "Beijing Owners" APP. Thanks to the efforts of the Municipal Commission of Housing and Urban-Rural Development, Chaoyang Housing Management Bureau, donghu street and the preparatory group, hundreds of owners have registered as "Beijing owners" and completed their identity authentication, making it possible for real-name registration system to register and vote.

At present, the owner's identity authentication is still going on, and voting is expected to officially open in July.

During the pilot period, the "Beijing Owner" APP only opens data to the owners of the "Shangjing Jiayuan" community, and will be gradually extended to other communities in this city after the pilot is successful.
