2. Property users accept property services and have formed a de facto property service relationship with property management companies;

4. The property user violates the Regulations and the provisions of the owners' convention.

Legal basis: Article 42 of the Regulations of People's Republic of China (PRC) Municipality on Property Management.

In violation of the provisions of article twenty-seventh, or one of the following acts, the municipal engineering administrative department or other relevant departments shall order it to make corrections within a time limit and may impose a fine of less than 20 thousand yuan; If losses are caused, it shall be liable for compensation according to law:

(a) failing to fill or repair the defects of inspection wells, box covers or ancillary facilities of various pipelines located on urban roads in time;

(2) failing to set up obvious signs and safety facilities at the urban road construction site;

(four) attached to the urban road construction of various pipelines, poles and other facilities, not in accordance with the provisions of the examination and approval procedures;

(five) emergency repair of pipelines buried under urban roads, failing to go through the approval procedures in accordance with the provisions;

(6) failing to occupy or dig urban roads in accordance with the approved location, area and time limit, or needing to move the location, expand the area and extend the time, and failing to go through the formalities for examination and approval of changes in advance.
