Can residential transformers be used as street lamps for municipal roads?

Municipal road street lamps are generally not suitable for residential transformers. There are several reasons:

The power management of municipal road street lamps needs to be managed by relevant departments, including power metering, power monitoring and power maintenance. However, residential transformers are generally managed by residential property, and the management mode and scope are not consistent with the electricity management of municipal road street lamps.
