The owners' committee itself cannot provide property services, because the owners' committee belongs to a civil organization, that is, a non-profit organization, not an enterprise, and can entrust a property management company to manage the property on behalf of the owners. A community can set up its own property to govern itself, but it cannot set up a property management company. If the owner wants to set up a residential property management company, he must follow legal procedures, such as qualification procedures and bidding procedures. And they can't set up their own management company. However, if the community itself has property services, it can only replace the community property company after the service expires. Relevant property management laws and policies allow owners to carry out relevant property management service activities in this community (that is, owner autonomy), but from my personal experience, the advantage of owner autonomy is not necessarily stronger than hiring a property company for management.
