According to the second paragraph of Article 2 of the Regulations, if the newly-built industrial solid waste storage and disposal facilities and sites of polluters meet the environmental protection standards or regulations, or the original industrial solid waste storage and disposal facilities and sites that do not meet the environmental protection standards or regulations are reformed to meet the relevant environmental protection standards or regulations, the sewage charges may not be paid from the date when they meet the standards.

According to the provisions of the third paragraph, if the polluter of industrial solid waste fails to build facilities or places for storing and disposing of industrial solid waste in accordance with the provisions of this Ordinance, or the facilities or places built for storing and disposing of industrial solid waste do not meet the environmental protection standards, the polluter of industrial solid waste shall pay the sewage charges according to the quantity and types of waste discharged.

Where hazardous waste is disposed of by landfill, if the disposal method of the discharger does not meet the environmental protection standards, the corresponding hazardous waste discharge fee shall be paid.
