In recent years, with the sustained development of the national economy, many high-end wireless cities have emerged. A remarkable feature of these new communities is that cameras are installed at street corners and in front of every building as monitoring equipment, and every household has a video monitoring screen. On the one hand, when a guest visits, the guest can ask the host to open the door through telephone communication at the door. At this time, the host can judge whether the visitor knows through the monitoring screen and decide whether to let him in. On the other hand, the property management company can transmit these monitoring signals back to the main control center according to the actual needs, so as to respond quickly in case of any emergency in the owner's office and ensure the personal and property safety of each household. At present, the level of community management has been greatly improved, but there are still many unsatisfactory places. For example, the payment of various public utilities fees can only be notified by property managers or written on the blackboard at the entrance of each building, which is inconvenient and can not achieve good results. In order to solve this problem, this paper proposes to apply video overlay chip [1](VAD) to the monitoring system of the community, so that the property management company can transmit all kinds of information to the owners through the existing monitoring signal channel of the community and display it on the monitoring screen of the owners. After comparing various VAD chips in the market, the SD03C03 chip of Dazhong Microelectronics Co., Ltd. is selected in this design.

Overall overview of the system

After a detailed understanding of the property management in each community, a complete system is designed, with the PC of the property management company as the control center and the video short message terminal equipment in each owner's home as the sub-module, as shown in figure 1. Property companies can send short messages to designated users through PC, and owners can conveniently control browsing through terminal devices in their own homes.
