Chapter I General Provisions Article 1 In order to strengthen the protection and management of the Qing Xiling Mausoleum, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and other relevant laws and regulations, and in combination with the actual work of the protection and management of cultural relics in the Qing Xiling Mausoleum. Article 2 These Regulations shall apply to the protection and management of the Qing tombs. Article 3 The protection of Xiqing Mausoleum shall adhere to the principles of giving priority to protection, giving priority to rescue, rational utilization and strengthening management to ensure the authenticity and integrity of the world cultural heritage. Article 4 Baoding Qingxi Mausoleum Reserve Management Committee is the protection and management institution of Qingxi Mausoleum, and is responsible for the protection and management of Qingxi Mausoleum.

Relevant departments of culture, radio and television, tourism, development and reform, public security, emergency management, natural resources and planning, housing and urban and rural construction, ecological environment, transportation, market supervision and management, comprehensive administrative law enforcement of urban management, administrative examination and approval, finance, agriculture and rural areas, and the people's governments of Xiling Town, Lianggezhuang Town, Gaocun Town and Dalonghua Township shall, according to their respective functions and duties, do a good job in the protection and management of the Qing Xiling Mausoleum. Article 5 The scope of Qingxi Mausoleum is divided into protection scope and construction control zone. The specific boundaries shall be determined and promulgated by the People's Government of Hebei Province. Article 6 The cultural relics protection plan of the Qing Xiling Mausoleum shall be incorporated into the national economic and social development plan, the overall planning of land and space, the protection and utilization plan of forest land and the tourism development plan, and unified management shall be implemented. Article 7 The right to use state-owned land and the right to own collective land in Qingxiling District shall be confirmed by the people's government that has the right of approval according to law. Eighth people's governments at or above the county level shall include the funds needed for the protection of cultural relics in the Qing Xiling Mausoleum in the fiscal budget at the corresponding level.

The special funds for the protection, management and maintenance of the Qing Xiling Mausoleum shall be earmarked and shall not be occupied or misappropriated. Article 9 Citizens, legal persons and other organizations may set up the Qing Xiling Cultural Relics Protection Fund through donations. , specially used for the protection of cultural relics in Qing Xiling. The collection, use and management of the Qing Xiling Cultural Relics Protection Fund shall be implemented in accordance with relevant national laws and regulations. Chapter II Protection and Management of Cultural Relics Article 12 The following cultural relics in the Mausoleum of the Qing Dynasty and the environmental elements related to the Mausoleum shall be protected and managed:

(1) Mausoleums, tombs, Lianggezhuang Palace, yongfu temple, Tailing Office, Fire Archway, Zhao Gong Temple and buildings and structures belonging to tombs;

(2) Physical objects and documents related to the mausoleum;

(3) Ancient and famous trees and scenic trees;

(4) Baoshan, Shashan, Hanshan, Chaoshan and their natural ecological environment;

(five) other underground cultural relics, sites and cultural relics related to the Qing Xiling Mausoleum. Thirteenth no unit or individual may damage or move the boundary markers and signs set in the mausoleum without authorization. Fourteenth Baoding Qingxiling Reserve Management Committee shall establish a heritage monitoring and protection system, adopt advanced science and technology, strengthen the research and application of Qingxiling protection, and promote exchanges and cooperation at home and abroad. Fifteenth Baoding Qingxiling Nature Reserve Management Committee shall do a good job in the protection, management, maintenance and repair of fire prevention, theft prevention, lightning protection, corrosion prevention, moisture prevention, waterproof, moth prevention and damage prevention of cultural relics buildings.

The maintenance and repair of cultural relics buildings shall follow the principle of not changing the original state of cultural relics and minimum intervention, and shall be undertaken by the unit that has obtained the qualification certificate of cultural relics protection project, and shall be designed and constructed according to law to ensure the quality of the project. Sixteenth cultural relics protection and management should follow the principles of safety, science and standardization, and abide by the following provisions:

(five) planting tall crops, trees and other plants that affect the safety of cultural relics buildings or the growth of ancient and famous trees in a limited range outside the foundation of cultural relics buildings;

(six) without the approval of the competent department of cultural relics, the erection of overhead transmission and communication lines, buried underground gas pipelines;

(seven) vehicles crush tombs, Shinto, bridges and other cultural relics;

(8) Carrying kindling into forest areas and independent mountain ranges such as Baoshan, Shashan, Hanshan, Chaoshan and Kaoshan, which belong to various cultural relics buildings;

(nine) lighting lanterns, picnics, burning straw, burning garbage and other unauthorized field fires;

(ten) occupy, block, close the cemetery road, hinder the passage of fire engines;

(eleven) the construction of projects that pollute the environment and destroy the ecology;

(twelve) the discharge of industrial sewage, waste residue, waste gas and other pollutants;

(thirteen) the construction of operating animal farms and slaughterhouses that pollute the environment;

(fourteen) other acts that endanger the safety of cultural relics and destroy the local ecological environment.
