The successful water price reform doubled the water fee income, guaranteed the funds of water management units and successfully implemented the water management system reform; Third, we insist on seeking external support and deepening internal reform. In order to solve this problem, the Party Committee of the Water Conservancy Bureau reported to the municipal government many times and patiently communicated with the editorial board and the financial department. In order to facilitate management, in 2005, the municipal government clearly merged these four units into one, established Ningbo Sanjiang River Management Bureau, and approved 39 business establishments. In 2007, it implemented two expenditures of 5.6 million yuan, including financial implementation of 3 million yuan and water and administrative expenses of 2.6 million yuan.

Most reservoirs in our city undertake the task of water supply for urban residents' life and industrial production. Water fee and power generation income can basically meet the daily management fund demand of the reservoir, and the insufficient part is subsidized by the finance. Sluices, rivers, pumping stations and other management units have no source of income, and the two fees are included in the financial budget or solved by the local water management center as a whole, and the two fees can also be fully implemented. Our city has made great efforts in internal reform after the staffing and funds of water management units have been implemented. In financial management, the two lines of revenue and expenditure are implemented, and the operating income of each branch and subsidiary is brought into the unified management of the group company. At the beginning of the year, two expenses were approved, paid in full and on time as needed, and the target responsibility assessment was organized at the end of the year. In 2007, two basic expenditures of six reservoirs were approved to be 47.92 million yuan, and special funds were approved separately. The funds for maintenance and reinforcement are solved by the municipal and county finance. Through asset integration, a new form of water conservancy investment and financing has been created, which not only provides a platform for water conservancy construction, but also strengthens the rational allocation of water resources, ensures the timely and full implementation of the two expenses of water management units, and improves the welfare of employees.
