Lixian Housing and Urban-Rural Development Bureau is a department-level department of the county people's government, which is in charge of urban construction, village construction and construction projects in the county.

Legal Responsibility of Lixian Housing and Urban-Rural Development Bureau (I) Take the lead in promoting the new urbanization strategy. Implement national, provincial and municipal guidelines, policies, laws and regulations on urban and rural planning, construction, housing security, landscaping, scenic spot construction, construction industry, residential real estate industry, municipal public utilities, building components, survey and design consulting industry, organize the formulation of implementation measures, participate in the formulation and implementation of relevant development strategies, long-term plans and annual plans, and conduct industry management.

(five) responsible for the county's urban and rural planning and management; Responsible for the planning and management of construction land and construction projects in the planning area, and issue opinions on site selection of construction projects, construction land planning permits, construction project planning permits and rural construction planning permits; Go through the examination and approval procedures for temporary land use and temporary construction planning, and verify whether the construction project meets the planning permission requirements and planning conditions; Responsible for the planning and management of the assignment and transfer of the right to use state-owned land in cities.

(six) responsible for the county's architectural survey and design, construction, construction and installation, construction enterprises, water conservancy projects, power engineering and other categories of qualification declaration, review; Guide the county's landscaping, real estate development (house expropriation and compensation on state-owned land), property management and intermediary agency qualification examination and declaration.

(seven) according to the national capital construction procedures, responsible for the preliminary design review and approval of industrial and civil construction projects in the county, and guiding the preliminary design review and approval of municipal facilities and landscaping construction projects in the county.

(eight) to undertake the responsibility of implementing the quality standards of engineering construction, and to guide and manage the construction activities of the county; Supervise and manage construction qualification, project supervision, project bidding and project quality and safety; Responsible for managing all kinds of project costs, implementing standard quotas, and standardizing the construction market; Responsible for supervising the business activities of survey and design, construction enterprises, construction, construction supervision, cost and related social intermediary organizations; Organize and coordinate construction enterprises, survey and design consulting enterprises to participate in international project contracting and construction labor service cooperation.

(nine) to guide the county's urban and rural housing system reform and real estate industry management; Draw up the county housing construction plan and guide its implementation, prepare the county's affordable housing development plan and annual plan and supervise its implementation; Guide the construction of affordable housing.

(ten) to guide urban water supply, drainage, planned water use, sewage treatment, gas, heat, municipal roads, urban bridges, urban drainage and other work; Participate in the county water system management, guide the construction of sewage treatment facilities and the implementation of major emission reduction projects, and promote urban emission reduction.

(eleven) to guide the planning, construction, management and supervision of urban and rural landscaping in the county, to guide the industry management of landscaping enterprises, to guide the greening work in the county, and to be responsible for the examination and approval and construction management of scenic spots jointly with relevant departments.

(twelve) responsible for the administrative law enforcement work of planning and construction industry, guiding and coordinating the administrative law enforcement work of planning, construction, public utilities, gardens and real estate; Responsible for the collection, collation, storage and utilization of urban construction and planning archives.

(thirteen) to undertake the responsibility of quality and safety supervision of housing construction and municipal engineering in this county; Responsible for the construction drawing review; Organize or participate in the investigation and handling of major engineering quality and safety accidents; Responsible for the seismic fortification of all kinds of buildings and their ancillary facilities and urban municipal facilities; Guide the development and utilization of urban underground space.

(fourteen) to assume the responsibility of standardizing and guiding the construction of villages and towns; Formulate relevant systems for village and town construction and guide their implementation, guide the housing construction in villages and towns and the renovation of dilapidated houses in rural areas, guide the improvement of living environment in villages, guide the construction of key villages and towns in the county, organize the declaration and management of famous towns (villages) with characteristic landscape tourism, and promote the integration of urban and rural areas.

(fifteen) to undertake the responsibility of promoting the county's building energy conservation and building science and technology progress; To guide the development of science and technology projects in the county's construction industry and the popularization and application of new technologies and products; Organize the implementation of major building energy-saving projects.

(sixteen) responsible for the development of the county's construction personnel training plan, to carry out vocational and technical training and education, organization and management of housing and urban construction system staff training and continuing education.

(seventeen) in conjunction with the relevant departments to raise funds for urban construction; Prepare the annual urban construction project plan, guide and supervise the use of housing and urban and rural construction system construction funds; To conduct preliminary examination on the pre-budget (final) calculation of construction projects; To guide and inspect the management of state-owned assets in this industry (enterprises) and institutions.

(eighteen) to undertake other tasks assigned by the county party committee and the county people's government.
