Tian Ling Shangshuyuan's house has been built. Why not give the key?

The house in Shangshuyuan, Tian Ling was built without a key, and it was either unqualified or the internal facilities were not repaired. There may also be problems with the quality of the project, disputes between the second engineering team and developers, various procedures for handing over the building, and fire inspection and acceptance. Therefore, it does not mean that the developer can give the key immediately after the house is built.
