Regulations of Yinchuan Municipality on Dog Breeding Management (revised on 20 19)

Chapter I General Provisions Article 1 In order to protect citizens' personal health and safety, maintain public order, protect public health and regulate dog-raising behavior, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the management of dog-raising behavior and dog management behavior within the administrative area of this Municipality.

These regulations are not applicable to the management of soldiers and police dogs. Article 3 Dog management adheres to the principle of combining prohibition with restriction, government supervision, public supervision and self-discipline of dog owners. Article 4 The people's governments of cities and counties (cities) shall establish a dog management coordination mechanism with the participation of comprehensive law enforcement supervision, municipal administration, public security, agriculture and rural areas, sanitation, market supervision, housing construction and other departments, and organize and coordinate the dog management within their respective jurisdictions.

County (city) District People's Government shall organize and carry out centralized publicity and special rectification actions for dog raising according to law, civilized dog raising and scientific dog raising every year. Article 5 The comprehensive law enforcement supervision department of the Municipal People's Government shall be responsible for the organization, supervision and guidance of dog management in the whole city. The comprehensive law enforcement department of the county (city) District People's Government is specifically responsible for the license registration, filing and investigation of illegal dog-raising activities.

The public security organ is responsible for investigating and dealing with dog wounding, barking and other illegal acts; Assist the comprehensive law enforcement department of the county (city) District People's Government to investigate and deal with illegal dog-raising behavior.

The agricultural and rural departments are responsible for dog immunization management and disease prevention and control.

The health department is responsible for the construction of standardized outpatient clinics for rabies treatment, the diagnosis and treatment of patients with dog injuries and vaccination, and the monitoring of human rabies epidemic.

The market supervision and management department is responsible for the supervision and management of dog business activities. Sixth township (town) people's government, street offices, community residents' (village) committees, community owners' committees and property management agencies shall cooperate with relevant departments to do a good job in the daily management of dog raising.

Community residents' (village) committees and owners' committees of residential quarters shall convene residents' (village) meetings and owners' meetings, formulate conventions on dog-raising related matters according to law, and supervise their implementation. Seventh xingqing district, jinfeng district, Xixia District, urban areas and concentrated residential areas of township residents are restricted dog-raising areas.

Yongning County, Helan County and lingwu city City may, according to the needs of urban development, stipulate dog-restricted areas within their respective jurisdictions. Article 8 Any unit or individual shall have the right to stop or report the dog-raising and dog management behaviors in violation of these regulations, and may report and complain to the relevant departments or through the convenience service hotline. After receiving reports and complaints, the relevant departments shall promptly handle them and inform the informants and complainants of the handling situation. Chapter II Management of Dog-Raising License Article 9 A license registration system shall be implemented for dogs in restricted areas, and each household shall be limited to one dog. In addition to the key units of public security protection, no unit or individual may keep strong dogs and other prohibited dogs.

The list of strong dogs and other prohibited dogs shall be determined by the comprehensive law enforcement supervision department of the Municipal People's Government in conjunction with the agricultural and rural departments of the Municipal People's Government, and shall be announced to the public once every two years. Article 10 An application for raising a dog shall meet the following conditions:

(1) An individual who applies for raising a dog shall have full capacity for civil conduct, have a fixed residence and live in a single household;

(II) Where a key public security protection unit applies for raising a dog, it shall have a sound dog safety management system, safe and reliable dog cages, kennels and other facilities, and sign a safety responsibility letter with its neighborhood (village) committee. Eleventh dog applicants should hold the following materials, to the local county (city) District People's government comprehensive law enforcement departments for license registration:

(a) the identity certificate of the dog owner;

(two) the dog owner's residence certificate;

(3) A valid dog immunization certificate;

(4) Full-body color photos of the front and side of the dog when standing.

For eligible dog-raising applicants, the comprehensive law enforcement department of the county (city) District People's Government shall go through the registration formalities in time, issue the "Dog-only Certificate" and implant electronic tags. Twelfth "dogs are only allowed to keep the certificate" by the Municipal People's government comprehensive law enforcement and supervision departments unified production, no unit or individual shall not be altered, forged, transferred, sold.

"Only allowed to raise a dog certificate" shall be subject to the annual inspection system. Dog owners shall carry dogs and dog epidemic prevention certificates to designated places for inspection every year during the effective epidemic prevention period of dogs.

"Dogs are only allowed to keep the certificate" is damaged or lost, and the dog breeder shall apply to the comprehensive law enforcement department of the county (city) District People's government for a replacement within one month. Thirteenth individuals and units licensed to raise dogs shall pay service fees.

Feeding guide dogs and disabled dogs is free of service charges. Fourteenth puppies allowed to raise dogs, dog owners should properly handle the puppies within 60 days from the date of birth. Encourage dog owners to neuter their dogs.

If the quasi-dog is lost, transferred, donated or moved with the dog owner, the dog owner shall go through the formalities of cancellation or change of registration with the comprehensive law enforcement department of the county (city) District People's Government within 30 days from the date of occurrence.

If a quasi-dog dies, the owner of the dog shall carry out harmless treatment on the dog body by himself or by entrusting a professional institution, and go through the cancellation procedures with the comprehensive law enforcement department of the county (city) District People's Government. If the dog is allowed to die of illness or the cause of death is unknown, the dog owner shall promptly report to the local supervising agency for animal health, which shall supervise the handling. It is forbidden to discard or sell dead dogs.

Dog owners who give up their dogs and are unable to resettle themselves shall send them to the dog reception center (shelter) and go through the cancellation procedures with the comprehensive law enforcement department of the county (city) District People's government.
