Regulations of Dalian Municipality on Fire Control (202 1 Revision)

Article 1 In order to prevent fires and reduce fire hazards, strengthen emergency rescue work, protect personal and property safety, and maintain public safety, these Regulations are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Fire Protection Regulations of Liaoning Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to fire fighting, fire fighting and related emergency rescue work within the administrative area of this Municipality. Article 3 The municipal, district (city) and county people's governments shall be responsible for the fire control work within their respective administrative areas.

The agency of the Municipal People's Government with administrative functions is responsible for the management of fire control work in this area according to the authorization. Fourth city and district (city) county people's government fire safety committee shall regularly analyze the fire safety situation, study and coordinate to solve major problems in fire control work. Article 5 The emergency management departments of the municipal and district (city) county people's governments shall supervise and manage the fire control work within their respective administrative areas according to law, and the fire rescue institutions of the people's governments at the corresponding levels shall be responsible for the implementation.

City and district (city) county housing and urban-rural construction departments are responsible for fire design review, fire acceptance, filing and spot check of construction projects in accordance with the division of responsibilities.

The police station is responsible for daily fire supervision and inspection, fire publicity and education.

Other relevant departments of the municipal and district (city) county people's governments shall, within the scope of their respective duties, do a good job in fire control. Sixth Township People's governments and sub-district offices shall strengthen the grid management of fire safety, implement fire safety measures, and guide and help residents' committees and villagers' committees to carry out mass fire safety work. Seventh city and district (city) county people's government should establish and improve the fire control publicity and education base, take various forms to carry out regular fire control safety publicity and education, and improve citizens' awareness of fire control safety.

Preschool education institutions, primary and secondary schools, institutions of higher learning and vocational education and training institutions shall incorporate fire safety knowledge into safety education and training, and organize regular fire fighting and emergency evacuation drills every year. Eighth units and individuals that have made outstanding contributions in fire control work shall be commended and rewarded in accordance with relevant regulations. Article 9 The municipal and district (city) county people's governments shall organize emergency management departments to prepare special fire-fighting plans, and incorporate the special fire-fighting plans into the national spatial planning.

Without legal procedures, no unit or individual may adjust or change the special fire protection plan without authorization. Tenth fire stations, fire communication, fire water supply, fire truck access and other public fire facilities should be synchronized with other municipal infrastructure planning, simultaneous construction and simultaneous use.

No unit or individual may arbitrarily change the land use of public fire control facilities determined by the special fire control plan. If adjustment is really necessary, it shall be examined and approved in accordance with legal procedures. Eleventh water supply units are responsible for the construction, relocation, maintenance, demolition and maintenance of public fire water supply facilities, and the required funds shall be borne by the local people's government.

Fire rescue institutions shall regularly inspect public fire water supply facilities, and if it is found that public fire water supply facilities are defective and unable to supply water normally, it shall notify the water supply unit in writing for maintenance.

No unit or individual may use public fire hydrants without authorization. Twelfth planning hazardous chemicals gathering area and large petrochemical production, storage, management and transportation projects, the competent department of natural resources shall solicit the opinions of the municipal fire rescue agencies. The urban management department shall solicit the opinions of fire rescue agencies when examining and approving outdoor advertisements that may affect fire safety, and the fire rescue agencies shall make a timely reply. Article 14 For special construction projects specified by the competent department of housing and urban-rural construction in the State Council, the construction unit shall submit the fire protection design documents to the competent department of housing and urban-rural construction for review, and the competent department of housing and urban-rural construction shall be responsible for the review results according to law.

For other construction projects other than those specified in the preceding paragraph, when applying for a construction permit or approving the commencement report, the construction unit shall provide fire protection design drawings and technical data that meet the construction needs. Fifteenth special construction projects without fire design review or review unqualified, the construction unit, the construction unit shall not be constructed; For other construction projects, if the construction unit fails to provide fire protection design drawings and technical data that meet the construction needs, the relevant departments shall not issue construction permits or approve the commencement report. Sixteenth the State Council urban housing and urban-rural construction departments should apply for fire inspection and acceptance. After the completion of the construction project, the construction unit should apply to the housing and urban-rural construction departments for fire inspection and acceptance.

Other construction projects other than those specified in the preceding paragraph shall be reported to the competent department of housing and urban and rural construction for the record after acceptance by the construction unit, and the competent department of housing and urban and rural construction shall conduct spot checks.

Construction projects that should be subject to fire control acceptance according to law are prohibited from being put into use without fire control acceptance or unqualified fire control acceptance; Other construction projects that fail to pass random inspection according to law shall stop construction. Article 17 Materials shall be used for external thermal insulation and external wall decoration of construction projects in accordance with relevant regulations.

For the building facades of public buildings and high-rise buildings that have been put into use, the construction unit shall, in advance, clarify the fire safety responsibilities with the property service providers or building managers, owners and property users, and implement fire safety measures.

If it is really necessary to carry out welding, drilling and other construction operations on walls and roofs with external thermal insulation materials, necessary fire prevention measures shall be taken. After the construction is completed, the exposed external thermal insulation materials shall be protected in time.
