In order to further standardize the charging policy of motor vehicle parking service in our city, use price lever to promote the construction of parking facilities, improve the efficiency of parking facilities, and alleviate the parking problem, according to the Notice of the General Office of the People's Government of Hebei Province on Several Measures to Strengthen the Planning and Construction Management of Urban Parking Facilities and the Implementation Opinions of the Development and Reform Commission of Hebei Province, the Department of Housing and Urban-Rural Development and the Department of Transportation on Further Improving the Charging Policy of Motor Vehicle Parking Service approved by the 44th executive meeting of the15th municipal government, we will now
First, the form of charge management
The Implementation Opinions of the Provincial Development and Reform Commission and other three departments on further improving the charging policy of motor vehicle parking services stipulates that the charging management of motor vehicle parking services is divided into two forms: first, the charging of parking facilities with competitive conditions is subject to market adjustment prices; Second, the parking facilities with monopoly operation and public welfare characteristics are subject to government pricing management.
Free parking facilities and service charges with competitive conditions according to law.
1. Parking facilities invested and built by social capital outside the scope of government pricing shall be independently set by the operators according to the price laws, regulations and relevant provisions, and according to market supply and demand and competition.
2. The parking facilities jointly built by the government and social capital shall be selected by competitive means such as bidding and competitive negotiation. The specific charging standard is determined by the government investors and social investors following the market rules and the principle of reasonable profit, and comprehensively considering the construction and operation costs, market demand, operation period, users' affordability, government financial investment, comprehensive land development and utilization and other factors.
3. Parking facilities in residential quarters shall be entrusted by the realty service enterprise or the parking service enterprise to provide parking places, facilities and parking order management services to the owners or users of residential quarters, and charge fees according to the parking service contract. In the building zoning of residential quarters, the parking spaces and garages for parking cars should first meet the needs of the owners. Parking cars on roads or other places that occupy the parking spaces owned by the owners belong to the owners, and their fees and management are decided by the owners' meeting. For non-owner-owned motor vehicle parking facilities, the charging standard for parking service shall be determined by the property service enterprise or parking service enterprise through consultation with the owner or user.
Parking facilities and service charges have the characteristics of monopoly and public welfare, and are subject to government pricing management.
1. Supporting parking facilities such as airports, railway stations, ports, public transport transfer hubs and government-priced tourist attractions.

Second, the charge management authority
According to the pricing catalogue of Hebei Province, the municipal development and reform department is responsible for formulating the charging standards for motor vehicle parking services priced by the central city and other district governments, and the county development and reform department is responsible for formulating the charging standards for motor vehicle parking services priced by the government within its jurisdiction.
Three, the government pricing of motor vehicle parking service charges
Regional division of parking facilities: the central city is divided into class I area and class II area.
1. Class I area: Long Fu South Road → Douhe → Nanxin Road → Jianshe Road → Nanhu Avenue → Zhanqian Road → Changning Road → Guangming Road → the surrounding area outside Long Fu South Road.
2. Second-class areas: areas outside the first-class areas in the city center.
Tourist attractions, medical institutions, stations and meter parking facilities are not divided into regional categories, and unified charging standards are implemented. Government-priced road parking spaces and other parking facilities are priced separately by region.
Parking time division
1. Parking facilities of medical institutions: the charging period is divided into day and night, with the day period from 7: 00 am to 20: 00 pm and the night period from 20: 00 pm to 7: 00 am the next day.
2. On-road parking spaces and other parking facilities: the charging period is divided into day and night, with the day period from 7:30 am to 2 1:00 am and the night period from 2 1:00 am to 7:30 am the next day.

Timed parking facilities are charged by the hour, and those less than 1 hour are charged by 1 hour. The maximum charge for the whole day is 24 hours as a billing cycle.
Four, standardize the fee waiver measures
The Implementation Opinions of the Provincial Development and Reform Commission and other three departments on further improving the charging policy for motor vehicle parking services stipulates that if the following conditions are met, the reduction and exemption policy will be implemented.
Parking facilities operators are exempt from parking service fees for military vehicles, police cars, fire engines, ambulances, disaster relief vehicles and engineering rescue vehicles.
Party and government organs, institutions, social organizations and other supporting office facilities or internal parking facilities shall not charge parking service fees to foreign personnel within the working hours stipulated by the state; Parking service charges for non-office personnel and non-working hours shall be set by the government.
The parking service fee arising from the seizure and detention of vehicles by administrative organs shall be borne by the administrative organs at the time of seizure and detention, and shall not be charged to the parties. After the seizure or release of the seizure, the parking service fee caused by the failure to remove the vehicle on time shall be borne by the parties concerned.
Vehicles parked in designated free parking spaces and free parking hours on urban roads, and taxis waiting for passengers in special temporary parking spaces set up on urban roads are free of parking service fees.
Other vehicles exempted from parking service fees as stipulated by laws and regulations.
In order to encourage the popularization and use of new energy vehicles, the free parking time for ordinary electric vehicles entering parking facilities is 1 hour, and after 1 hour, it will be implemented according to the parking fee standard for ordinary motor vehicles; If an electric taxi enters the parking facilities for charging, it will be free of parking fees.
The above-mentioned reduction and exemption policies are applicable to parking facilities with government pricing and parking facilities with market-regulated prices.
