According to the relevant provisions of the "Implementation Measures", in view of the problems existing in the property services and their charges reflected in various places in the implementation, we hereby make the following supplementary notice, please follow it together.

First, before February 28, 2005, it has been approved according to the new "Chongqing Property Service Charge Management Measures", and it is still implemented according to its provisions; After February 28, 2005, the implementation measures will continue.

Two, the implementation of comprehensive rating system for property service charges. That is, according to the conditions of the property and the service content and standards provided by the property management enterprises, the grades are divided according to the corresponding scoring table, and different charging standards are implemented according to different grades. Property service fees are charged according to the construction area.

After evaluation, the score of 10 1 is super; 90 to 100 is divided into one level; 80 to 89 points are divided into two grades; 70 to 79 are divided into three grades; 60 to 69 are divided into four levels; A score below 60 is a bonus. Three, villas, senior apartments (residential), factories, markets, property change of use and other categories of property service charges and special service charges to implement market-adjusted prices, charging standards agreed by the service provider and the service provider in the contract. Property management companies will report the agreed charging standards to the price department for the record (nine districts in the main city will report to the Municipal Price Bureau, and all districts, counties and cities will report to the local price bureau).

Four, the property environment greening, equipment and facilities do not meet the reporting conditions. , on the basis of the approved fees, 30% shall be charged, and 30% of the downward float shall be borne by the construction unit.

Ordinary parking fee standard 30-80 yuan/parking space, month; The charging standard of super parking lot is 50- 100 yuan/parking space and month. Parking lot is a separate operating charge other than property service fee, and its cost shall not be included in the cost of property service fee.

Nine, in order to clarify the examination and approval authority and reduce the examination and approval links, the subject of examination and approval of property service charges is only determined according to the grade of property service charges. The charging standards above Grade II (subject to the place of residence) shall be approved by the Municipal Price Bureau; Two-level charging standards (excluding two levels) shall be examined and approved by the district, county and municipal price departments. According to the hierarchical management authority, whoever approves the charging standard for property services will approve the charging standard for parking lots in residential areas or buildings.

Ten, the price department of the owners or the owners' committee and the property management enterprise within three months from the date of the dispute can not reach an agreement on the property service charges, should be promptly ruled or dealt with.
