Article 2 These Measures are applicable to all kinds of special fund projects for maintenance and renovation managed by the logistics department, involving housing, roads, water, electricity, warm maintenance and greening renovation.

Article 3 The Logistics Department is the functional department responsible for organizing and implementing the management of school logistics maintenance and renovation projects, and is responsible for project declaration, planning and design, project bidding, construction management, completion acceptance, settlement data collection, compilation, approval and filing of all school logistics maintenance and renovation projects.

Chapter II Project Establishment

Article 4 Project initiation procedures and requirements

1. According to the development plan and short-term goals of the school, the relevant units in the school will report the problems existing in the facilities they are currently using or managing to the logistics department in the form of a written report before the end of September of that year as the basis for applying for projects in the next year. Require the report to state the status quo, existing problems, transformation requirements and expected transformation goals;

2. After receiving the report, the logistics department is responsible for organizing personnel to conduct field visits, listen to users' opinions, determine the scope, content and budget, and demonstrate the necessity and feasibility of project implementation. According to the demonstration results, prioritize and declare school projects. The logistics department should strictly implement the projects approved by the school, and the projects without approval shall not be implemented.

Article 5 In case of any of the following special circumstances during the construction, it can be reported to the Logistics Department:

1. Temporary emergency works;

2. Emergency repair works on campus (such as burst water pipes and emergency repair of cables). ).

Article 6 Sporadic maintenance and special maintenance projects

1. Sporadic maintenance project refers to the daily maintenance project of the property planned by the school every year to ensure the normal operation of teaching and scientific research, and the cost is less than 3,000 yuan (such as replacing faucets, repairing doors and windows, replacing glass, replacing lamps, etc.). );

2. The special maintenance project refers to the maintenance and renovation of the school administrative office building, teaching and research building and student dormitory, the construction of the school garden environment, the renovation of roads, street lamps, water supply and drainage and fire fighting facilities, and the maintenance project with a cost of more than 3,000 yuan.

Article 7 All kinds of maintenance projects for special maintenance shall go through the procedures of declaration, examination and approval, project establishment, etc. Without the approval of the school, the audit department shall not audit and the financial department shall not settle accounts.

Chapter III Fund Management of Project Establishment

Eighth special funds are mainly used for the following aspects:

1. Expenditure on maintenance and renovation of public houses, renovation and expansion of infrastructure such as water, electricity and heating, renovation and construction of environmental protection facilities, renovation and reconstruction of roads, renovation and construction of environmental greening, renovation and renovation of student dormitories, and renovation and renovation of various living service facilities;

2. Engineering design fees and supervision fees;

3. Other unforeseen expenses that need to be paid to complete the maintenance and renovation project.

Article 9 The project budget must be strictly controlled. The final accounts should generally be controlled within the range of 10%. If there is a funding gap, it must be signed by the vice president in charge of finance and the vice president in charge of logistics before it can be added.

Chapter IV Project Bidding

Article 10 Determination of project subject to tender

The logistics department is responsible for the daily supervision and inspection of school property management services to ensure the normal maintenance of property management.

2. With the approval of the school, for the maintenance projects listed in the annual maintenance plan with a budget of more than 3,000 yuan and less than 654.38+0,000 yuan, the Logistics Department will determine the construction unit and project settlement method through negotiation, and be responsible for the completion acceptance and project settlement.

3. With the approval of the school, the Logistics Department will organize the construction unit to negotiate the bidding for the maintenance projects with the budget of more than 6,543.8+0,000 yuan and less than 6,543.8+0,000 yuan included in the annual maintenance plan, and * * * will determine the construction unit and the project settlement method. The logistics department is responsible for signing the construction contract and organizing the construction, and the audit department is responsible for the project settlement audit.

4. With the consent of the school, the maintenance projects that are included in the annual maintenance plan and have a budget of more than 654.38+10,000 yuan shall be set up by the Logistics Department, and a bidding working group with multi-department participation shall be submitted to the school bidding leading group for examination and approval before public bidding. According to the bidding results, the logistics department is responsible for signing the construction contract and organizing the construction, and the audit department is responsible for the project settlement audit.

5. Projects involving special projects such as water, electricity, heating and gas monopolized by natural gas companies, power supply bureaus, water supply companies, etc. need to be negotiated by the Logistics Department, and will be organized by the Logistics Department after being approved by the vice president in charge of the school.
