What are the requirements for the identification of small and medium-sized scientific and technological enterprises? (1) A resident enterprise registered in China (excluding Hong Kong, Macao and Taiwan).

(two) the total number of employees does not exceed 500, the annual sales income does not exceed 200 million yuan, and the total assets do not exceed 200 million yuan.

(three) the products and services provided by enterprises do not belong to the categories prohibited, restricted and eliminated by the state.

(4) The enterprise did not have any major safety and quality accidents, serious environmental violations or serious dishonesty in scientific research in the last year and that year, and was not included in the list of abnormal operations and the list of serious illegal and untrustworthy enterprises.

(five) the comprehensive evaluation score of the enterprise according to the evaluation index of small and medium-sized scientific and technological enterprises is not less than 60 points, and the index score of scientific and technological personnel is not less than 0 points.

(six) enterprises that meet the conditions of items (1) to (4) and meet one of the following conditions can be directly recognized as meeting the conditions of small and medium-sized science and technology enterprises:

1. The enterprise has the high-tech enterprise qualification certificate within the validity period;

2. The enterprise has won the National Science and Technology Award in recent five years;

3. The enterprise has been recognized by R&D institutions at or above the provincial level;

4. Enterprises have led the formulation of international standards, national standards or industry standards in recent five years.

Identification process of small and medium-sized scientific and technological enterprises (1) Independent evaluation of enterprises

1. information filling. Successfully registered enterprises can enter the "evaluation system", fill in the "Information Form for Small and Medium-sized Sci-tech Enterprises" (hereinafter referred to as the "Information Form") online, and upload relevant supporting documents as required. Enterprises shall not involve state secret information when reporting information and uploading documents.

2. Enterprise self-evaluation. Enterprises with complete information and supporting documents and self-evaluation results meeting the requirements of small and medium-sized science and technology enterprises can submit the information form, and upload the original home page of the information form signed by the legal representative and stamped with the official seal of the enterprise. Enterprises shall bear relevant legal responsibilities for the accuracy, authenticity, legality and effectiveness of information and uploaded documents.

(2) Formal review

The evaluation institution conducts formal review of the information form and related attachments submitted by the enterprise through the "evaluation system". The audit form includes the following contents:

1. Whether the information table is complete;

2. Whether the information in the information table is consistent with the relevant supporting documents;

3. Whether the homepage of the information form is stamped with the official seal of the enterprise;

4. Explanation of other issues in the information sheet (if any, please fill in the specific contents of the evaluation agency).

One of the above contents is unqualified, and the information audit is unqualified. If the information passes the audit, the system shall be submitted to the provincial science and technology management department. If the information is not approved, the system will notify the legal representative and contact person of the enterprise to make corrections. If the enterprise submits the information form again after making corrections, it shall be deemed as the first time to fill in the form.

(3) List publicity

The provincial science and technology management department shall summarize the information form passed by the information audit, and return it to the evaluation institution if it finds that it does not meet the requirements. The provincial science and technology management department shall summarize the list of enterprises to be put into storage, generate publicity documents by batches, and publicize them on the service platform 10 working days.

(4) warehousing announcement

If there is no objection to the publicity, the provincial administrative department of science and technology shall give the small and medium-sized scientific and technological enterprises the warehousing registration number (hereinafter referred to as the "registration number"), which will be automatically generated by the system, including 18 digits or letters (4 digits year +6 digits administrative division code+1 digit establishment year logo+1 digit direct confirmation logo +6 digits system running water). The public can query the warehousing registration number of small and medium-sized science and technology enterprises through the "service platform". If there is any objection to the publicity, it shall be submitted to the assessment agency for verification and handling.

(5) Annual update

Enterprises that have been put into storage should actively update the information table of small and medium-sized scientific and technological enterprises through the "evaluation system". Those who meet the requirements after examination and publicity will get the "registration number" of the new year's warehousing. Participating enterprises should pay attention to the annual renewal work in order to enjoy the preferential policies for small and medium-sized science and technology enterprises in time.

How to declare the technological innovation fund for small and medium-sized scientific and technological enterprises (1) Buy the summary of the application materials for the technological innovation fund for small and medium-sized scientific and technological enterprises from the management center or the application materials distribution institution designated by the local competent department of science and technology and the Administrative Committee of the National High-tech Industrial Development Zone, and read and understand the relevant requirements carefully.

(two) to prepare the project application materials as required, and record the project application floppy disk in the prescribed format.

(three) the enterprise will send the application materials to the recommendation unit, and the recommendation unit will review and fill in the recommendation form.

(four) binding the application materials, and within the specified time, the application materials will be mailed to the technology innovation fund management center of small and medium-sized science and technology enterprises for review.

Tax incentives for small and medium-sized science and technology enterprises (I) Preferential policies enjoyed by technology transfer contracts

In a tax year, if the income from technology transfer of resident enterprises does not exceed 5 million yuan, it shall be exempted from enterprise income tax; If it exceeds 5 million yuan, the enterprise income tax will be levied by half. Including patent technology transfer of resident enterprises, computer software copyright, layout design rights of integrated circuits, new varieties of plants, new varieties of biomedicine and other technologies determined by the Ministry of Finance of People's Republic of China (PRC) and State Taxation Administration of The People's Republic of China.

(2) Pre-tax deduction of R&D expenses

According to the Enterprise Income Tax Law and its implementing regulations, if the research and development expenses incurred by enterprises for developing new technologies, new products and new processes have not formed intangible assets and are included in the current profits and losses, they will be deducted according to 50% of the research and development expenses on the basis of actual deduction according to regulations; Intangible assets shall be amortized at 150% of the cost of intangible assets.

(3) Preferential tax policies for high-tech enterprises
