On May 7th, the Red Star journalist learned from Chengdu Housing and Urban-Rural Development Bureau that recently, Chengdu Housing and Urban-Rural Development Bureau issued the Measures for Credit Information Management of Chengdu Real Estate Development Enterprises (Trial) (hereinafter referred to as the Measures), proposing that credit management will be implemented for real estate development enterprises (hereinafter referred to as development enterprises) within the administrative area of Chengdu, including the collection, quantitative classification, release, use, supervision and management of credit information.

The relevant person in charge of Chengdu Housing and Construction Bureau introduced that this is an important measure for Chengdu to build a new market supervision system with credit construction as the starting point. The purpose is to further standardize the real estate development and operation behavior, cultivate the honest performance market, optimize the business environment, strengthen the management before, during and after the event, and promote the healthy and stable development of Chengdu real estate market.

The Red Star reporter learned that the credit information of development enterprises mentioned in the Measures (Trial) refers to the records formed by development enterprises in real estate development and operation activities to analyze and quantify their credit status. The credit information of development enterprises consists of basic credit information, good credit information and bad credit information.

According to the "Measures (Trial)", if there is no objection to the basic credit information added by the development enterprise in the credit information management system in the field of housing construction after 3 days of publicity, the credit system will automatically take 60 points as its credit basis. City, district (city) and county housing construction departments shall dynamically score the development and business activities of development enterprises according to the "Chengdu Real Estate Development Enterprise Credit Scoring Standard" adjusted and published in time, and the credit system will automatically generate corresponding credit quantitative scores.

The credit rating of development enterprises is divided into four grades: A(A++, A+, A), B, C and D according to the credit quantification score. A++ level is excellent credit, A+ level is good credit, A level is good credit, B level is general credit, C level is poor credit and D level is unqualified credit. Free from dynamic verification of development and construction projects; If bank guarantee is provided, the supervision amount of pre-sale payment of commercial housing shall be reduced accordingly; Give priority to participating in the bidding activities of policy housing projects; Give priority to the business related to housing and construction in Chengdu; Give priority to participate in relevant evaluation and commendation activities; Give priority to government procurement of services; Push to "Chengdu Credit" and "Credit China" for publicity.

Implement the following early warning for development enterprises with credit rating of C:
