Detailed Rules for the Implementation of the Regulations of Hangzhou Municipality on Urban Greening Management (revised on 20 19)

Article 1 These Detailed Rules are formulated in accordance with the Regulations of Hangzhou Municipality on Urban Greening Management (hereinafter referred to as the Regulations of Hangzhou Municipality on Urban Greening). Article 2 These Detailed Rules shall apply to the urban areas of this Municipality. Article 3 The administrative department in charge of urban greening shall be responsible for the management of urban greening; The administrative departments of urban greening in each district shall be responsible for the management of urban greening within their respective jurisdictions according to the Regulations on Urban Greening and the detailed rules for the implementation.

Entrusted by the municipal administrative department of urban greening, the municipal urban greening management institution is specifically responsible for the bidding management of urban greening maintenance and greening project construction; City greening project quality and safety supervision institutions entrusted by the municipal administrative department of urban greening, specifically responsible for the quality and safety supervision and management of urban greening projects.

The "Regulations on Urban Greening" and its detailed rules for the implementation of the administrative license, the municipal administrative department of urban greening may, according to the actual needs, entrust the district administrative department of urban greening to implement. Fourth green rate control indicators of construction projects shall be formulated separately by the administrative department of urban greening. Article 5 Units and individuals may fulfill their obligations of planting trees by planting trees, creating adopted trees and green spaces, participating in conservation and management, publicizing greening, and doing things for others.

The competent administrative department of urban greening in each district shall organize the neighborhood offices and township (town) people's governments within their respective jurisdictions to establish a registration card system for voluntary tree planting, and verify and record the units and individuals participating in voluntary tree planting. The registration card for voluntary tree planting is uniformly printed by the Urban Greening Office of the Municipal Greening Committee. Article 6 The per capita area of public green space in residential areas shall meet the following requirements:

(a) the residential area is not less than 1.5 square meters;

(2) The district level shall not be less than 1 m2;

(three) the level of the group is not less than 0.5 square meters.

Belonging to the transformation of the old city, the per capita public green space area of urban residential areas shall meet the following requirements:

(a) the residential area is not less than 1.05 square meters;

(two) the community level is not less than 0.7 square meters;

(three) the level of the group is not less than 0.35 square meters. Article 7 The proportion of the attached green space area of a construction project to the total land area of a construction project shall comply with the relevant provisions of the state, province and this Municipality. Article 8 Due to special reasons such as land shortage, if the attached green space area of new construction projects is lower than the relevant provisions of the state, province and this Municipality, after consulting the opinions of the municipal urban greening administrative department, the green space with the same area as the attached green space can be built on the land of the same grade nearby, and if it cannot be built nearby, the urban greening compensation fee can be paid. Article 9 The design scheme of the affiliated greening project of a construction project shall include the plan of the affiliated green space, and indicate the area and location of the green space.

The affiliated greening project of a construction project shall be completed simultaneously with the main project. Tenth after the completion of the affiliated greening project of the construction project, the municipal administrative department of urban greening shall confirm the area of the affiliated green space. If the affiliated greening project is confirmed to meet the requirements of these detailed rules, the municipal administrative department of urban greening shall issue a confirmation document. The confirmation method of the attached green space area shall be formulated by the municipal administrative department of urban greening. Eleventh in addition to residential construction projects in accordance with the requirements of the implementation of roof greening, roof greening area can be calculated according to the following ratio as the attached green area:

(1) When the covering thickness is greater than 1.5m, the green area shall be calculated as 100%;

(3) When the covering thickness is more than 0.5m but less than 1m, the green area is calculated as 50%;

(four) the soil thickness is more than 0.3 meters and less than 0.5 meters, and the green area is calculated by 30%;

(5) When the cover thickness is 0. 1 m but less than 0.3 m, the green area shall be calculated as 10%;

(6) If the soil thickness is less than 0. 1 m, the green area shall not be calculated. Twelfth construction projects in accordance with the requirements of the top surface of underground facilities for greening, the attached green space area is calculated in accordance with the following provisions:

(1) If the roof of underground facilities is lower than the outdoor terrace 1m or more, and the covering thickness 1.5m or more, the green area shall be calculated as 100%;

(2) If the roof of underground facilities is lower than the outdoor terrace 1m or more, and the covering thickness is greater than 1m but less than 1.5m, the green area shall be calculated as 80%;

(3) If the roof of underground facilities is less than 1 m below the outdoor ground, the green area shall be calculated according to the provisions of Article 11 of these Rules. Thirteenth construction projects outside residential buildings, should be in accordance with the requirements of the building (structure) of the wall for vertical greening. If the width of planting trough is more than 0.5m and the thickness of soil is more than 0.5m, the green area calculated by its planting length can be calculated as subsidiary green area according to the proportion of 20%. Fourteenth roof greening, vertical greening should be based on the thickness and width of the green cover soil, rational allocation of plants, to play the ecological benefits of plants.

Roof greening and vertical greening of construction projects shall be calculated according to Articles 11, 12 (3) and 13 of these Rules, and the total greening area shall not exceed 20% of the attached greening area determined by the examination and approval of construction projects. Fifteenth construction units in the completion of the construction project, it shall provide the construction administrative department with the attached greening project confirmation documents issued by the municipal urban greening administrative department; Can not be provided, the construction administrative department shall not be completed and accepted for the record.
