Chapter I General Provisions Article 1 In order to strengthen the planning, construction, protection and management of urban greening, promote the development of urban greening and improve the urban ecological environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on Urban Greening and other relevant laws and administrative regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the greening planning, construction, protection and management of the urban planning area of this Municipality and the town planning area where the county people's government is located. Article 3 The people's governments of cities and counties (districts) shall incorporate the greening construction into the national economic and social development plan, formulate the annual greening construction plan, implement the greening target responsibility system, and include the funds for urban greening construction and maintenance in the fiscal budget at the corresponding level. Fourth city and county (District) people's government housing and urban and rural construction department is the competent department of urban greening, responsible for urban greening work within their respective administrative areas.

Development zone management agencies do a good job in urban greening in accordance with the provisions of these regulations.

Urban and rural planning, land and resources, finance, agriculture and forestry, environmental protection, water conservancy, transportation, urban management administrative law enforcement, public security and other departments shall, in accordance with their respective responsibilities, do a good job in urban greening. Article 5 The people's governments of cities and counties (districts) shall strengthen and support scientific research on urban greening, popularize advanced technologies such as biological pest control and environmental protection, promote the construction of sponge parks and green spaces, and improve the level of urban greening. Article 6 Units and citizens who have the ability to work shall fulfill their obligations of planting trees or other greening in accordance with state regulations. Article 7 The people's governments of cities and counties (districts) shall guide residents to participate in urban greening activities, and incorporate the task of socialized adoption into the annual urban greening construction plan.

Encourage units and individuals to participate in greening construction and maintenance in the form of investment, donation, recognition, adoption and voluntary service according to the plan.

Units or individuals that invest, donate, recognize and adopt can enjoy the naming right of green space, trees and flowers for a certain period of time; Investment units or individuals can also obtain economic benefits such as natural fruits. Eighth units and individuals have the right to enjoy a good green environment, have the obligation to protect greening and greening facilities, and have the right to discourage and report acts that damage greening and greening facilities.

City and county (District) people's governments shall commend and reward the units and individuals that have made remarkable achievements in urban greening. Chapter II Planning and Construction Article 9 The municipal and county people's governments shall, in accordance with the overall urban planning, organize the competent departments of urban and rural planning and urban greening to prepare the urban green space system planning, and announce its implementation to the public. Tenth city and county (District) people's governments shall, according to the urban green space system planning, formulate and implement urban greening construction planning, organize regular inspections, supervise the implementation of urban green space system planning, and accept public supervision. Article 11 The competent department of urban and rural planning of cities and counties shall, jointly with the competent department of urban greening, determine the control lines of various types of green space construction (hereinafter referred to as green lines) according to the urban green space system planning, and make them public.

If it is really necessary to adjust the green line in the line of duty, the competent department of urban and rural planning shall solicit the opinions of the competent department of urban greening, report it to the original approval authority for examination and approval, and announce it to the public. Adjusting the green line shall not reduce the total amount of planned green space. Article 12 The Municipal People's Government shall plan and construct a relatively closed urban protective green belt outside the urban planning area, with a width of not less than 100 meter. (4) Commercial centers, financial centers, warehouses, transportation hubs and municipal public facilities shall not be less than 20%; Industrial construction projects are not less than ten percent; No less than 30% of the enterprises and units in factories and mines with air and noise pollution; In addition to meeting the national environmental protection standards, protective forest belts should be built in workplaces that produce toxic and harmful gases and other pollution.

Shelterbelt should be built around railways, highways, rivers and water projects in accordance with state regulations.

The open space suitable for greening under high-voltage power lines in cities and towns shall be afforested in accordance with the requirements of specifications.

If the area of green land for construction projects is not up to the proportion stipulated in these regulations, the competent department of urban and rural planning shall not approve the detailed planning of construction projects.
