Internal Structure of Weifang Housing and Urban-Rural Development Bureau

According to the above responsibilities, the Municipal Housing and Urban-Rural Development Bureau has 1 1 functional departments.

(1) office. Organize and coordinate the daily work of organs; Responsible for secretarial, archival, confidentiality, information, supervision, news propaganda, meeting organization and coordination; Responsible for drafting and reviewing important manuscripts; Responsible for investigating and compiling historical records.

(2) Policy and Regulation Section. To formulate housing security policies and guide their implementation; Organize the preparation of the city's housing security development plan and annual plan and supervise the implementation; Guide and supervise the construction of affordable housing, low-rent housing and other affordable housing; To undertake matters related to the funding arrangement of national, provincial and municipal low-rent housing; Guide the city's housing system reform; To formulate development plans, industrial policies, real estate development, house expropriation and demolition, and commercial housing sales (pre-sale) management systems and supervise their implementation; Take the lead in supervising the real estate market; Responsible for the city's comprehensive real estate development, housing expropriation and demolition work and enterprise qualification approval and management; Responsible for the construction conditions and completion acceptance management of urban real estate development projects; Guide the whole city and be responsible for supervising urban housing home purchase guarantee, commercial housing sales (pre-sale) management and commercial housing pre-sale funds in accordance with the management authority; To undertake the related work of guiding the paid transfer, development and utilization of urban land use rights.

(6) Housing and Real Estate Management Section. Guide the city's housing management work. Organize the preparation of the city's housing construction plan and annual plans and guide their implementation; Participate in the supervision and management of the real estate market, organize the formulation of policies and measures to stabilize housing prices and supervise their implementation; To formulate the system of housing ownership management, housing lease, real estate surveying and mapping, real estate appraisal, housing intermediary management and property management in the whole city and supervise its implementation; Responsible for the examination and approval and management of the qualifications of the city's real estate price assessment, real estate consulting, real estate brokers, real estate practitioners and other institutions; Guide the city and be responsible for urban real estate transactions, real estate ownership registration and property rights registration management, housing special maintenance funds, housing safety appraisal, housing dispute arbitration and other work. (eight) survey and design department (hanging the brand of safety production department). To organize the formulation of the development strategy, medium-and long-term planning and relevant policies of the city's urban construction; To guide the construction of municipal public works and the management of urban construction archives; Responsible for the examination and approval and management of the qualifications of municipal public construction enterprises and urban landscaping construction enterprises; In conjunction with the relevant departments, the preparation of the municipal government directly under the city construction fixed assets investment plan and supervise the implementation; Responsible for quality supervision and inspection of key projects and construction schedule scheduling; Record and manage the completion acceptance of relevant infrastructure projects in the city; Responsible for the statistical annual report of the city's urban construction system; To guide the construction and management of the city's scenic spots; Responsible for the review of urban construction projects (projects within the authority) and the preliminary design approval of small projects; Cooperate with the municipal water conservancy department to do a good job in urban water conservation; Participate in the preparation and review of various professional plans for urban construction; Responsible for organizing the research and implementation of the city's urbanization strategy; To undertake the related work of scenic spots above the municipal level, world natural heritage projects and world natural and cultural double heritage projects; Responsible for the protection, supervision and management of historical and cultural cities in conjunction with the competent departments of cultural relics.

(10) rural construction. To formulate policies for the construction of villages and small towns and guide their implementation; To guide the preparation and implementation of town, township and village planning; To guide rural housing construction, rural housing safety and reconstruction of dangerous houses; Put forward housing policy suggestions for farmers who have settled in cities; Guide the improvement of human settlements in small towns and villages and promote the development of urbanization; To undertake the protection, supervision and management of famous historical and cultural towns and villages; Organize the pilot construction of villages and towns to guide the construction of national key towns, provincial central towns and municipal central towns.

(eleven) building energy conservation and technology department. To formulate policies and development plans for building energy conservation and wall material innovation and supervise their implementation; Organize the implementation of major building energy-saving projects; Organizing the formulation of strategies and plans for the development of science and technology education in housing and urban and rural construction systems; Organize the research and development of related major scientific and technological projects, the implementation of international scientific and technological cooperation projects and the innovation of imported projects, and guide the transformation and popularization of scientific and technological achievements; Organize and guide the education and training of employees in this system; Organize foreign economic and technological cooperation and exchanges.
