According to the provisions of the Measures for the Administration of Qualification of Property Management Enterprises, which came into effect on May 1 2004, a property service enterprise shall apply for qualification to the real estate authorities of the municipal people's government of the municipality directly under the central government where the industry and commerce is registered, with the following documents: business license, articles of association, capital verification certificate, identity certificate of the legal representative of the enterprise, professional qualification certificate of property management professionals, labor contract, management and technical personnel.

The process of applying for the qualification of starting a property company:

The state implements a qualification system for enterprises engaged in property management activities. Property management enterprise qualification is a comprehensive reflection of enterprise strength, scale, performance and integrity, and is an important symbol of the country's entry into the property management market. The conditions for a property management enterprise to engage in property management business include: having registered capital that meets the requirements of the state; Having professional and technical personnel suitable for their property management activities; Have a certain property management performance. Property management companies are divided into first-class, second-class, third-class qualification grades and temporary qualifications.

1) first-class qualified enterprise

1, with a registered capital of more than 5 million yuan;

2. There shall be no less than 30 managers and engineers with intermediate or above titles. Enterprise managers have obtained the post certificate of property management enterprise managers issued by the Ministry of Construction, and more than 80% of department managers and managers have obtained the post certificate of employees;

3. Manage more than two kinds of properties;

4. The sum of the construction areas of all kinds of properties under management respectively accounts for no less than 100% of the following corresponding calculation bases. The calculation basis is:

(1) 2 million square meters multi-storey residence;

(2) The high-rise residence is 6,543,800 square meters;

(3)1.5000 m2 detached house (villa);

(4) Office buildings, industrial areas and other properties are 500,000 square meters.

More than 5.20% of the management projects were awarded the title of "National Excellent Urban Property Management Residential Quarter (Building, Industrial Zone)" by the Ministry of Construction, and more than 20% of the management projects were awarded the title of Provincial Excellent Urban Property Management Residential Quarter (Building, Industrial Zone);

(2) Qualification of secondary enterprises

1, with a registered capital of more than 3 million yuan;

2. There are not less than 20 managers and engineers with intermediate or above titles, and the enterprise manager has obtained the post certificate of property management enterprise manager issued by the Ministry of Construction, and more than 60% of department managers and managers have obtained the post certificate of employees;

3. Manage more than two kinds of properties;

4. The sum of the percentage of the construction area of each managed property in the calculation base shall not be less than 100%. The calculation basis is:

(1) 800,000 square meters multi-storey residence;

(2) 400,000 square meters of high-rise residential buildings;

(3) 60,000 square meters of detached houses (villas);

(4) 200,000 square meters of office buildings, industrial areas and other properties.

5. 10% of the management projects were awarded the title of "National Excellent Urban Property Management Residential Quarter (Building, Industrial Zone)" by the Ministry of Construction, and 10% of the management projects were awarded the title of Provincial Excellent Urban Property Management Residential Quarter (Building, Industrial Zone);

(3) Enterprises with Grade III qualifications

1, with a registered capital of more than 500,000 yuan;

2. There are not less than 8 managers and engineers with intermediate titles or above, and the manager has obtained the post certificate of property management enterprise manager issued by the Ministry of Construction, and more than 50% of department managers and managers have obtained the post certificate of employees;

3. Entrust property management projects;

4. It has a relatively sound enterprise management system and a financial management system in line with state regulations;

5. Establish a maintenance fund management and use system.
