In other words, this "final interpretation right" can be owned by both parties, but it doesn't necessarily belong to either party, and you can't grab it!

If it's no trouble, you can try administrative reconsideration according to another point I mentioned above after the punishment decision is made, or it's really no trouble to go to court and see which one can win!
