Chapter I General Provisions Article 1 In order to strengthen the safety management of urban housing, ensure the safety of housing use and safeguard public safety and public interests, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the safety management of houses delivered for use according to law on state-owned land in urban areas of this Municipality.

The fire safety management of houses and the safety management of elevators, gas, electricity, water supply, communications, military houses and other professional facilities and equipment shall be implemented in accordance with the provisions of relevant laws and regulations.

Where there are other provisions in laws and regulations on the safety management of houses, historical buildings and cultural relics protection units of religious groups, those provisions shall prevail. Third housing safety management should follow the principle of combining prevention with control, giving priority to prevention and ensuring safety. Article 4 The Municipal People's Government shall establish and improve the working mechanism of housing safety management, and coordinate and supervise the housing safety management.

The District People's Government shall be responsible for the organization, leadership and comprehensive coordination of housing safety management within its administrative area, establish a grid supervision system and emergency plan for housing safety, clarify the accountability mechanism, organize the response to housing safety emergencies, and ensure capital investment.

Development zone management agencies shall, in accordance with the responsibilities stipulated by the Municipal People's government, do a good job in the management of housing safety in this area.

Township (town) people's governments and sub-district offices shall implement a grid management system for housing safety, improve the monitoring network for housing safety inspections, equip housing safety management personnel, and do a good job in the daily work of housing safety within their respective jurisdictions. Fifth city housing security and housing management department is the competent department of housing safety management in this city, responsible for the guidance, supervision and management of housing safety work in this city.

The district construction administrative department is the competent department of housing safety management in this administrative region, and is responsible for the housing safety management in this administrative region.

Urban and rural construction, planning and natural resources, finance, urban management, emergency management, public security and other relevant departments shall, in accordance with their respective responsibilities, do a good job in housing safety management. Sixth city, district, township (town) people's governments and neighborhood offices should strengthen the publicity of housing safety knowledge, improve public awareness of housing safety.

Encourage the public to set up voluntary service organizations for housing safety according to law, participate in the inspection and inspection of housing use safety, assist in publicity and education, and find and correct illegal acts of housing use safety. Chapter II Safety Management of House Use Article 7 The owner of a house is the person in charge of house safety.

(three) to cooperate with the housing safety investigation;

(five) to take timely measures to deal with dangerous houses;

(six) other duties as prescribed by laws and regulations. Ninth prohibit the implementation of the following acts endangering the safety of housing structure:

(a) the demolition of housing load-bearing walls, shear walls, beams, columns, floors, infrastructure, etc. ;

Tenth district housing safety departments shall regularly organize relevant departments to inspect the housing safety of public places such as education, health, sports, culture, transportation and commercial services. For houses with potential safety hazards, the person responsible for housing safety shall be ordered to make rectification within a time limit. Article 11 Property service enterprises, housing management units and housing safety grid personnel shall do a good job in housing safety management within the scope of management, stop acts that endanger the structural safety of houses, and refuse to accept management, they shall report to the competent department of housing safety in a timely manner.

If the user of the house finds that there are hidden dangers in the house, he shall inform the person in charge of the house safety or report to the competent department of the house safety, and cooperate with the work related to the house safety. Twelfth in violation of the provisions of this Ordinance, the implementation of acts endangering the safety of the housing structure refuses to rectify, the housing safety department shall incorporate its illegal information into the city's public credit information service platform. If the party concerned is an enterprise, it shall also be made public according to law through the enterprise credit information publicity system. Article 13 During the construction of major infrastructure projects such as urban rail, the construction unit and the construction unit shall, in accordance with relevant laws, regulations and technical specifications, conduct on-the-spot investigation on the foundations and main bodies of surrounding houses before construction, conduct risk assessment, prepare housing deformation monitoring schemes and special safety protection schemes, and take safety protection measures.

The competent department of construction shall urge the construction unit and the construction unit to take effective measures to ensure the safety of houses in the surrounding areas.

In case of endangering housing safety, the construction unit shall promptly eliminate the danger and report to the district housing safety department where the house is located.
