In order to implement the Notice of the Ministry of Housing and Urban-Rural Development and other departments on Strengthening and Improving the Management of Residential Property (Jian Gui [2020]10), combined with the actual situation in our province, the following work requirements are put forward to strengthen and improve the management of residential property and promote the transformation and upgrading of the property service industry, and all localities are requested to follow them.
The first is to promote the construction of "Qilu Red Property"
Organizations at all levels strengthen overall planning and work guidance, housing and urban-rural construction, civil affairs and other departments work together to promote, issue an annual list of key tasks at the beginning of each year, report the progress of work quarterly, evaluate the implementation every year, and constantly improve the key task promotion mechanism of Qilu red property construction. Improve the operation mechanism of party organizations in the property service industry, continue to organize and cover the work of owners' committees and property service enterprises, and promote the establishment of party organizations in qualified owners' committees and property service enterprises. Give play to the exemplary role of typical experience, summarize, refine and popularize innovative practices in various places.
Second, integrate into the grassroots social governance system.
Street Party Working Committee should conscientiously implement the list of main responsibilities and coordination responsibilities for "territorial management" matters, and make overall plans for the supervision of property service management within its jurisdiction. The implementation of the street party working committee is responsible for convening a joint meeting system of property management, and timely study and coordinate the resolution of matters related to property service management. Make good use of the working mechanism of "street calling area should be linked up and down" to promote the sinking of management law enforcement forces to residential areas.
Strengthen the joint inspection, inspection and handling of illegal activities such as illegal construction, occupation of green space, occupation of fire exits, illegal parking and charging of electric bicycles in the community, and respond and solve the demands of the masses in a timely manner.
. Guide community residents and organizations to participate in voluntary service in the property field and carry out civilized practice activities in the new period. Establish and improve the collaborative linkage mechanism of grid (community) party organizations, owners' committees and property service enterprises under the leadership of community party organizations, and promote the integration of property service management into grid governance. Give full play to the role of the grid (community) party organization, and encourage members of the grid (community) party organization to stand for election as members of the owners' committee according to procedures, so as to achieve cross-employment. Improve the classification mechanism of property disputes, promote the practice of summary courts and judges' studios, and realize the effective docking of people's mediation, industry mediation, administrative mediation and judicial mediation in the property field. Implement the "three meetings" system of joint meetings, mediation meetings and symposiums of property management, and actively resolve contradictions and disputes in property service management.
Third, improve the governance structure of the owners' committee.
Street community party organizations should strengthen the organization and leadership of the preparation of the owners' meeting, the election of the owners' committee and the general election, and ensure the recommendation and evaluation of the candidates for the owners' committee. Explore the establishment of a negative list of owners' Committee members performing their duties. If there is a negative list, members will be suspended from performing their duties, submitted to the owners' meeting to terminate their membership, and announced to all owners. According to the provisions of laws and regulations, the owners' congress can explore the rules of procedure and management regulations, and authorize the owners' committee to exercise the decision-making power of part of the operating income expenditure and the use of special maintenance funds for residential buildings within a certain amount, so as to improve the efficiency of autonomy. The owners' committee shall hold regular meetings. Before deciding on matters related to property management, the opinions of the owners shall be publicly solicited and reported to the community party organizations and residents' committees. The owners' congress may, according to the work of the owners' committee, decide to give appropriate work subsidies to the members of the owners' committee.
Fourth, improve the management level of property services.
Continue to expand the coverage of property services, encourage the redefinition of multiple sporadic houses as a property service area, realize centralized management, and improve the utilization efficiency of facilities and equipment. The realty service enterprise shall strictly implement the laws, regulations and contractual agreements, handle the demands of the owners in a timely manner, strengthen the construction of service standardization, improve the quality of realty service, and create excellent realty service projects. Property service prices are mainly formed through market competition, and are dynamically adjusted according to service standards, price index and other factors. Property industry associations shall supervise and regularly publish property service cost information and pricing rules. Encourage owners and property services companies to adjust the price of property services through contracts. We will implement the "three announcements" system in which property service enterprises announce the performance of annual property service contracts, owners' committees announce the performance of their duties, and street communities announce the evaluation results of residential property service quality, so as to improve the transparency of property service management. Without the agreement of the contract or the unanimous decision of the owners, the realty service enterprise and the owners' committee shall not use the parts and facilities of the property to carry out business activities without authorization.
Five, strengthen the supervision and management of property services
Strengthen the post-event supervision of property services, urban management, property management, public security and other departments should establish an illegal complaint registration system, and publish contact information in a prominent position in residential areas to deal with illegal property management according to law. Organize departments to jointly supervise and inspect with "double randomness and double openness" and seriously deal with illegal property management. Carry out special rectification of problems in the property field, and seriously deal with the problems of inaction, slow action and chaos. Carry out property service quality evaluation, improve the weight of satisfaction evaluation opinions of street community party organizations and owners, and timely publish the evaluation results of property service regional performance quality. Taking the evaluation results of the performance quality of property services as an important factor in the selection of property service enterprises and the basis for contract performance, if the evaluation results are strongly reflected by the masses and poorly evaluated, the owners shall be organized to decide to terminate the property service contract or not to renew it. Encourage entrusting third parties to carry out evaluation.
Six, strengthen the supervision of residential special maintenance funds.
The establishment of emergency maintenance list, in line with the contents of the list, the owners' committee can directly apply for the use of maintenance funds. Accelerate the construction of maintenance fund management information system, establish a unified maintenance fund management information system for each city, improve the online application, electronic voting, real-time query and other functional modules, and improve the level of information supervision. Explore the use of maintenance funds to purchase elevator safety liability insurance. Improve the professional and standardized management level of maintenance fund management institutions. By means of public bidding, considering the factors such as deposit interest rate, asset scale and service efficiency, the bank that manages the special account is selected and the number of banks that manage the special account is controlled. Explore entrusting professional institutions to operate maintenance funds, improve the level of capital income, and distribute the income to the owners. Explore the annual report system of residential maintenance fund management, and the maintenance fund management institution will disclose the management and use of funds every year and accept social supervision. Seriously investigate and deal with illegal acts such as embezzlement and misappropriation of maintenance funds.
Seven, promote the transformation and upgrading of the property services industry.
Strengthen the construction of local standards, group standards and enterprise standards for property services, and improve the standardization level. Support property service enterprises to participate in the cultivation of high-end brands in Shandong service industry. Guide property service enterprises to actively develop online and offline life services, explore the development of "property city" services, and constantly expand the development space of the industry. Develop a number of modern property service enterprises with brand as the leader and capital as the link, which are trans-regional, cross-industry and cross-ownership, and promote the large-scale, intensive and professional development of property services. Vigorously develop smart properties and encourage property service enterprises to promote the deep integration and industrial extension of "Internet properties". Encourage property service enterprises to develop a comprehensive service platform for property management, establish and improve an open mechanism for information sharing, and improve service management capabilities. Strengthen the construction of talent team in the property service industry, and establish an educational practice base of "Qilu Red Property" relying on party schools and universities. Organize employees' vocational skills training and industry vocational skills competition, and support property service enterprises to independently carry out the evaluation of skilled personnel according to regulations. Eight, strengthen the implementation of the work

Focusing on the theme of "doing practical things, cultivating culture and promoting development", we will organize and implement the three-year action plan for the establishment of civilized industries, and carry out the activities of "strengthening property management and building a beautiful home" to continuously improve the overall civilization of the industry. According to the requirements of "good organization, good team in party member, good service quality, good management and good social image", a number of "Qilu Red Property" demonstration sites and star-rated service enterprises will be built and announced.
