The "Opinions" apply to renovation projects such as installing elevators in old residential areas in this city, supplementing community comprehensive service facilities or other supporting facilities with existing houses and community public spaces, and increasing parking facilities. The reconstruction of dilapidated buildings and simple buildings involving the above situation can be implemented with reference.

What are the main transformation methods involved in the Opinions?

1. Add elevators to old residential buildings. It shall be handled in accordance with the relevant provisions and procedures of the Notice on Printing and Distributing the Manual for Comprehensive Renovation of Old Residential Areas in Beijing (J.J.F. [2020] 100).

2. Make use of existing houses and public spaces in communities to supplement comprehensive community service facilities or other supporting facilities. One is the boiler room (including the coal yard). Municipal land such as boiler room serving the area shall not be changed at will, and emergency land shall be reserved, which can be temporarily used for logistics, energy emergency, parking, etc. The boiler room serving the community can be used as a convenience service facility according to the wishes of residents. The second is the bicycle shed. In the community with less green space and more bicycle sheds, some bicycle sheds can be demolished to increase the green area, which is determined by the owner. How to reflect residents' wishes in the decoration process?

1. When using existing houses and community public space to supplement community comprehensive service facilities or other supporting facilities, if the existing houses are owned by the owners, it shall be approved by more than three-quarters of the owners and more than three-quarters of the voters in the exclusive area; If there is a clear property owner in the current house, the property owner shall solicit the opinions of the owners.

2. The addition of parking facilities shall be approved by the owners' meeting. If the owners' meeting is not established, the neighborhood offices (township governments) and residents' committees shall organize to solicit the opinions of residents.

3. The implementer shall, on the basis of accounting the supporting indicators of the community in accordance with the relevant provisions, prepare the implementation plan according to the actual situation of the community and the needs of residents. Sub-district offices (township governments) organize to solicit residents' opinions on the list of renovation projects of old residential areas, the introduction of social capital involving the installation of elevators, additional parking facilities, property service standards, property service charges and other issues, and form a final implementation plan for renovation and rectification. Residents can only implement the relevant contents after agreeing to the property service standards and the contents of paid items and signing relevant agreements.

How to determine the implementation subject?

The implementers of installing elevators in old houses can be social investment enterprises entrusted by owners' self-governing organizations such as housing property units, housing reform and selling units, property service enterprises, elevator production and installation enterprises or owners' committees (property management committees).

The use of existing housing and community public space to supplement community comprehensive service facilities or other supporting facilities and increase parking facilities can be directly entrusted by owners' committees (property management committees) and other owners' autonomous organizations, and can also be determined in an open manner under the organization of local governments.

How to go through the relevant formalities?

1. If the building scale is not increased, the planning formalities shall not be handled; Involving adding stories and increasing the scale of construction, which belongs to low-risk construction projects, shall be implemented in accordance with the relevant provisions of the examination and approval of low-risk construction projects in this Municipality.

2. The installation of elevators is not included in the building area, and the original building ownership information is not changed, and the procedures of project establishment, planning, land use and construction permit are not handled.

3. The use of existing housing and community public space to supplement comprehensive community service facilities or other supporting facilities, involving temporary changes in the use function of the building, the district planning and natural resources department shall issue temporary permission opinions in combination with the supporting indicators provided by the implementation subject, the implementation plan, the list of renovation projects and the opinions of streets (towns) and residents. Need to go through construction, fire control and other procedures. , the executing entity shall handle it with temporary authority.

4. Use the land owned by the community to set up mechanical simple self-propelled three-dimensional parking equipment. According to the management of mechanical equipment installation, it is not necessary to go through the procedures of construction project planning, land use and construction.

5. Construction of underground parking facilities, no new building scale, no planning and land use procedures; New construction scale, according to the provisions of the planning, land use procedures.
