Can electricity be contracted to individuals?

Power cannot be contracted to individuals, power is provided by the State Grid, power is collected by the State, and private individuals are not allowed to contract. However, the power supply company can entrust the property service company to collect the electricity fee on its behalf, and at the same time, it cannot charge the owner a handling fee.

According to Article 45 of China's Property Management Regulations, within the scope of property management, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
