Responsibilities of the Ministry of Housing and Construction

The functions of the Housing and Construction Bureau are:

1. Implement national, provincial and municipal laws, regulations and rules on housing and urban-rural construction and civil air defense, draft relevant normative documents, formulate relevant policies, measures and annual plans for housing and urban-rural construction, park city construction and civil air defense in this county and organize their implementation; Study on major issues in housing and urban and rural construction, park city construction and civil air defense work, and put forward policy suggestions.

6. Responsible for the supervision and management of engineering quality and safety. Responsible for the supervision and management of the quality and construction safety of housing construction and municipal infrastructure projects; Responsible for the safety management of house use and termite control management; Supervise and manage the seismic fortification work of construction projects in the county; Organize or participate in the investigation and handling of engineering quality problems and safety accidents.

7. Responsible for urban renewal management. Responsible for the supervision and management of housing expropriation and compensation on state-owned land; Responsible for the protection of historical buildings; Responsible for the facade management of urban and rural architectural style, responsible for the overall coordination of urban existing architectural style upgrading and functional transformation; Responsible for the overall coordination of the construction of characteristic blocks; Undertake urban renewal work such as shanty towns, dilapidated houses, old courtyards (communities), urban villages and old city reconstruction.

8. Responsible for the construction of public facilities. Responsible for coordinating the construction of urban and rural basic public facilities; Responsible for coordinating and promoting the construction of major public service facilities at the county level; To undertake the promotion of major public facilities projects designated by the county party Committee and the government.

9. Responsible for urban infrastructure construction. Responsible for coordinating and guiding the construction, reconstruction and expansion of urban roads, bridges and tunnels, as well as the municipal infrastructure construction implemented simultaneously with road construction; Responsible for the promotion of major infrastructure construction at the county level; Responsible for guiding the construction of concrete projects of underground common ditch and sponge city; Guide the construction of urban municipal rail transit (including subway, light rail and track); Responsible for coordinating the construction of urban landscaping projects; Responsible for coordinating the related work of park city construction.

10. Responsible for the development, utilization, construction and management of urban underground space. Responsible for coordinating the comprehensive development and utilization of underground space in the county, and undertaking the promotion of major underground space development and utilization projects at the county level.

12. Responsible for the construction of villages and towns. 13. Responsible for promoting the green development and scientific and technological progress of the construction industry. 14. Responsible for housing and urban and rural construction fund management. Responsible for the preparation of the annual plan for housing and urban and rural construction funds; Responsible for the collection, use and supervision of relevant funds; Responsible for the approval, payment, supervision and management of construction administrative expenses.

15. Take charge of safety production, occupational health, ecological environment protection and talent team building within the scope of responsibilities.

16. Complete other tasks assigned by the county party committee and government.

19. Division of responsibilities

(1) Division of responsibilities with county planning and natural resources bureau. County Housing and Construction Bureau is responsible for coordinating the upgrading of existing buildings and the specific project construction of urban underground space development and utilization. County Planning and Natural Resources Bureau is responsible for the planning and management of the architectural features of the county, the planning and overall coordination of the development and utilization of urban underground space, and the formulation of land policies for the utilization of underground space.

(2) Division of responsibilities with the county water affairs bureau. County Housing and Construction Bureau is responsible for the construction of drainage pipe network and the simultaneous implementation of urban municipal infrastructure such as new construction, reconstruction and expansion of urban roads, bridges and tunnels. The county water affairs bureau takes the lead in building a drainage pipe network that is not synchronized with the construction, reconstruction and expansion of urban roads, bridges and tunnels.

(3) Division of responsibilities with the county-level administrative examination and approval bureau. The people's congresses of townships, nationality townships and towns shall exercise the following functions and powers:

(eleven) to protect the legitimate rights and interests of various economic organizations;

(twelve) to protect the rights of ethnic minorities;

(thirteen) to protect women's rights such as equality between men and women, equal pay for equal work and freedom of marriage.

The people's congresses of townships, nationality townships and towns where ethnic minorities live in compact communities shall, when exercising their functions and powers, take specific measures suitable for ethnic characteristics.
