5. Article 72 of the Property Law of People's Republic of China (PRC) stipulates that the owner shall have rights and undertake obligations for the part other than the exclusive part of the building, and shall not give up his rights without fulfilling his obligations.

In short, the property rights of the minority cannot be decided by voting, and the principle that the minority is subordinate to the majority cannot be used to decide basic rights such as life, property and education.
