If there is an owners' committee, it shall notify the owners' committee to convene the owners' meeting, and notify the relevant administrative departments to determine whether the projects that need to be transformed should be transformed, what are the reasons for the transformation, and what are the reasons for the transformation. Caused by the relevant responsible person, shall be borne by the relevant responsible person. If it is because the pipe network is reasonably aging, damaged, blocked, and does not meet the current sanitary standards.
