Is it illegal to restrict property electricity charges?

Legal analysis: illegal, power property can only be levied, and there is no right to restrict it.

Legal basis: Article 37 of the Regulations on Property Management. Property shall not expand the scope of charges or raise the standard of charges without authorization. Water supply, power supply, gas supply, heating, communication, cable TV and other related expenses in the residential area shall be directly charged by the service provider to the users, and the service to the owners shall not be stopped because the property refuses to charge, nor shall a user (or all owners) be cut off from water and electricity privately for any reason.
