The management system of the municipal solid waste harmless treatment plant is managed by the municipal government according to the institution, which is a stock-level institution affiliated to the Municipal Urban Management Bureau. Leachate treatment is entrusted to the successful bidder for operation and management, and the Municipal Urban Management Bureau and the successful bidder shall sign a specific operation and management contract, and the leachate discharged after treatment shall meet the national harmless discharge standards. The operating expenses shall be measured according to the emissions after leachate treatment, and shall be allocated by the Municipal Urban Management Bureau from the operating subsidy given by the government to the domestic garbage harmless treatment plant.

(4) Operation post management.

The labor post of the municipal solid waste harmless treatment plant should be aimed at improving the operation efficiency and service quality, with the principle of being lean, efficient and conducive to production and operation, with clear responsibilities and reasonable division of labor. According to the article "Staffing Standard for Labor Posts in Urban Production Waste Landfill Sites (Trial)" (Joan 1 14), the daily garbage disposal capacity of our city's garbage harmless treatment plant is 190 tons, with a fixed capacity of 30 people. Among them, there are 8 management positions (transferred from the existing establishment by the Municipal Urban Management Bureau), 2 unit leaders, 6 other management positions and 22 supernumerary temporary workers.

The supernumerary temporary workers are supported by the Municipal Urban Management Bureau, and the Municipal Finance Bureau and the Municipal Human Resources and Social Security Bureau assist in recruitment. The recruitment of supernumerary production temporary workers is the contract production temporary workers of the Municipal Urban Management Bureau, which is managed and used in a unified way according to the contract and is not included in the preparation management. During the employment period, wages and social insurance shall be implemented in accordance with relevant regulations. The required wages and other funds are allocated from the operating subsidies given by the government to the domestic garbage harmless treatment plant.

The harmless treatment plant of municipal solid waste mainly embodies environmental benefits and social benefits, and the economic benefits of the project itself are low. Ensure normal operation by collecting domestic garbage disposal fees or financial subsidies. According to the standards of other cities and counties in our province, the annual landfill fee is 2.08 million yuan according to the calculation of 30 yuan/ton; According to the marked price of 4 1. 1 yuan/ton in leachate treatment operation, the annual landfill leachate treatment fee is 855,000 yuan. In order to ensure the normal operation of the municipal solid waste harmless treatment plant, the municipal government gives an annual operating subsidy of 2.935 million yuan.
