Notice of the headquarters on strengthening the prevention and control measures of social epidemic situation

According to the progress of epidemic disposal, according to the provisions of the novel coronavirus Epidemic Prevention and Control Plan of the Comprehensive Group of the State Council novel coronavirus Epidemic Prevention and Control Mechanism, and after comprehensive judgment by the expert group, it is decided to implement 10/3 prevention and control measures in Panyu District from September 9 to October 3, 2022 as follows:

First, strictly control the flow of personnel. In principle, citizens are not allowed to go out, visit houses, have parties or gather unless they receive nucleic acid testing and emergency medical treatment. Villages, community communities, institutions, enterprises, institutions and industrial parks are under closed management, and measures such as temperature measurement, on-site code scanning, negative proof of nucleic acid detection within 24 hours or proof in nucleic acid detection are strictly implemented at the entrance.

Second, implement temporary traffic control. In addition to ensuring the basic operation of the city, medical care, first aid and epidemic prevention and control related vehicles, as well as subways and buses to pass under the premise of implementing corresponding management measures, other vehicles are not allowed to flow.

Third, except for medical personnel, security personnel, resident staff, volunteers, cadres and workers of government agencies, enterprises and institutions who undertake epidemic prevention tasks, other personnel work at home in principle, or turn into resident volunteers on the spot, report to their villages, and fully participate in village epidemic prevention work and resident services.

Four, universities, vocational colleges and technical colleges to implement closed management. Primary and secondary schools, schools and kindergartens suspend back-to-school and offline teaching. Off-campus training institutions suspend offline teaching, and care institutions suspend services.

Five, in addition to ensure the normal operation of water, electricity, fuel, gas, communications, health, grain, oil, meat and vegetables supply, supermarkets, pharmacies, medical institutions, catering enterprises and other public life and the basic operation of the city, the rest of the business premises shall be suspended, enter the above places must scan the site code and hold a negative certificate of nucleic acid detection or a qualified certificate of nucleic acid detection within 24 hours.

The above measures shall be implemented as of the date of issuance of this notice and will be adjusted in time according to the changes in the epidemic prevention and control situation. Units and individuals that fail to perform their main responsibilities and refuse to implement epidemic prevention requirements, resulting in the spread of the epidemic, will be investigated for legal responsibility according to law.
