1. 3. The owner who applies for installing the elevator should fully negotiate the elevator installation scheme, investment ratio, elevator maintenance management, etc., and it is necessary to satisfy the owners whose proprietary parts account for more than two-thirds of the total construction area of this unit and account for more than two-thirds of the total number of households to agree and sign an agreement; If the installation of the elevator intends to occupy the exclusive part of the owner, it shall also obtain the consent of the owner of the exclusive part.

(3) Application procedures

1. Make a plan. The construction unit applying for elevator installation entrusts a design unit with corresponding qualifications to design, and submits an elevator installation scheme for existing houses that meets relevant specifications and standards such as architectural design, structural safety, fire safety and special equipment.

2. Disclosure of the agreement. When installing elevators in existing houses, an elevator installation agreement should be signed with the consent of the relevant owners. The agreement shall specify the main responsibilities of the project leader or entrusting unit, capital budget, cost raising plan (including the proportion of the owner's investment), elevator operation and maintenance cost sharing plan, elevator use management and maintenance unit after installation.

The agreement and scheme shall be publicized by the construction unit that organizes the installation of the elevator at the entrance of the building where the elevator unit is to be installed, the bulletin board of the community and other prominent positions, and the publicity period shall not be less than 5 working days. 3. Submit an application. In line with the application conditions for elevator installation, the construction unit shall, in accordance with the principle of voluntariness, apply to the administrative department in charge of construction in urban areas and development zones for inclusion in the pilot project of elevator installation in existing houses, and submit the following application materials:

(1) A copy of the owner's ID card and house ownership certificate of the exclusive part applying for installing the elevator;

(2) The elevator installation agreement and scheme signed by relevant owners.

4. Apply for review. The administrative departments in charge of construction in urban areas and development zones shall review the application materials submitted by the construction unit, determine the pilot projects according to the advantages and disadvantages of the application materials submitted by the construction unit and the site conditions, and publish them after being audited and filed by the Municipal Housing and Urban-Rural Development Bureau.

? V. Workflow

(1) Pre-approval

1. Planning approval. After completing the project design scheme, the construction unit applying for installing the elevator shall apply to the Municipal Bureau of Natural Resources for a construction project planning permit (including scheme approval, and if the project is located in the Development Zone, it shall apply to the Natural Resources Branch of the Development Zone for handling the above matters), and the Municipal Bureau of Natural Resources shall review the materials. If the materials meet the requirements, it will be settled within 10 working days (if the elevator shaft has been reserved in the original house, it is not necessary to apply for a construction project planning permit).

2. Construction drawing design and review. According to the elevator design plan approved by the natural resources department, the construction unit applying for installing the elevator entrusts a design unit with corresponding qualifications to carry out the construction drawing design. Construction drawing design documents can be used for construction only after they have passed the examination by qualified construction drawing examination institutions.

3. Construction permit. If the total investment of elevator installation project (excluding elevator facilities and equipment and elevator installation costs) is more than 300,000 yuan, after the construction drawing is reviewed and passed, the construction unit shall handle the examination and filing of construction drawing design documents (including fire protection design filing), the supervision procedures of engineering quality and safety and the application for building construction permit (if the total investment of the project is less than 300,000 yuan, the above procedures are not required) with the construction drawing design documents, construction drawing review report and other materials to the municipal and development zone construction administrative departments for the record.

4. To handle the above procedures, the Municipal Bureau of Natural Resources, the urban area and the development zone should set up a special acceptance window for installing elevators in the government service center and implement "one-stop" service.

5. Elevator installation involves the relocation of power supply access or power supply, communication, water supply, drainage, gas supply, cable TV and other related pipelines and the transformation of other supporting facilities. Relevant units should open green channels and give priority to them.

(2) Engineering construction

After obtaining the construction permit (including the construction permit items), the elevator installation unit shall go through the elevator installation notification procedures at the special equipment management department of the urban area and development zone according to the regulations, and report the elevator supervision and inspection to the qualified special equipment inspection agency.

(3) Completion acceptance

1. Project acceptance. The construction unit shall take overall responsibility for the safety in production in the process of installing elevators in existing houses, and the survey, design, construction drawing review, construction units and elevator production and installation enterprises shall bear corresponding responsibilities according to relevant laws and regulations. After the elevator installation is completed, on the basis of passing the inspection, the construction unit shall organize the general contracting, design, construction, elevator production, installation, use (owner or owner's representative), maintenance, management and other relevant units to carry out quality acceptance, form qualified opinions, and clarify the maintenance and supervision methods before putting into use.

2. Fire acceptance for the record. After the completion and acceptance of the project, if the total investment of elevator installation project (excluding elevator facilities and equipment and elevator installation costs) is more than 300,000 yuan, the construction unit shall apply to the administrative department of urban construction and development zone for fire control acceptance for the record.

3. Use registration. Before the elevator is put into use or within thirty days after it is put into use, the user shall register with the special equipment management department of the urban area and development zone according to the regulations. All property owners shall abide by the measures for the use, maintenance and management of elevators formulated by the special equipment supervision department.

4. Filing and handover. After the completion of the project, the construction unit shall hand over the completion data of the construction project to the urban construction archives management department within 6 months.

5. Application for funds. After the transfer of the record, the construction unit shall apply for a one-time grant fund to the municipalities, the development zone construction and the financial department according to the procedures, and declare a one-time grant fund to the Municipal Housing and Urban-Rural Development Bureau and the Municipal Finance Bureau after examination and statistics. Nanning financial subsidy measures are jointly formulated by the Municipal Housing and Urban-Rural Development Bureau, the Municipal Finance Bureau and the Housing Provident Fund Management Center after the introduction of the financial subsidy measures in the autonomous region.
