Government procurement projects are divided into centralized government procurement projects and decentralized government procurement projects.

According to reports, the procurement projects of centralized procurement of goods whose procurement budget does not reach the decentralized procurement limit (less than 500,000 yuan) are purchased through the electronic store of the political and mining cloud platform-online supermarket, industry management or theme pavilion; If the procurement budget reaches the decentralized procurement standard but does not reach the open bidding standard (500-400 million yuan), the procurement can be conducted through online inquiry and reverse bidding system, industry pavilions, theme pavilions, etc., or the centralized procurement institution can be entrusted to organize the procurement; If the budget amount reaches the standard of open tender amount (more than 4 million), it shall entrust a centralized procurement institution to organize procurement. If the budget amount of centralized procurement projects for services does not reach the decentralized procurement quota standard (500,000), the procurement will be conducted through the online service market of e-mart of political mining cloud platform; If the budget amount reaches the decentralized procurement standard but does not reach the open tender amount standard (5-4 million), the online service market-e-store of political mining cloud platform can be used for bidding and procurement; You can also entrust a centralized procurement agency to organize procurement; If the budget amount reaches the standard of open tender amount (more than 4 million), it shall entrust a centralized procurement institution to organize procurement. Decentralized procurement projects with large purchase amount (above100000) and high social concern, which involve public interests or public safety, shall entrust centralized procurement institutions to organize procurement.

Considering that suppliers have to spend a lot of manpower and material resources to and from counties and cities in Lishui every time they bid, the "political mining cloud" platform organized by the Municipal Public Resource Trading Center extends from the municipal level to counties and cities, except for centralized procurement projects by the municipal government. All the projects that can be unified are organized by unified recruitment in the whole city, such as asset evaluation, performance evaluation, accounting audit, printing service, etc., which saves a lot for potential suppliers.

According to reports, in addition to online service market projects, the city's unified recruitment method can also be used for general government procurement projects. For example, projects such as the city's ecological environment quality monitoring network project and the city's data center software platform (Phase II) project are suitable for the whole city (including counties and cities) to achieve "zero time difference" in the whole procurement process and ensure the smooth completion of key projects. Next, the projects to be adopted in the whole city include the overall health insurance project for low-income farmers of the Municipal Agriculture and Rural Bureau and the comprehensive rural highway property insurance project 202 1 of the Municipal Highway Administration Bureau.
