According to Article 2 of the Regulations on Property Management, the term "property management" as mentioned in this Regulation refers to the activities that the owners employ property management enterprises, and the owners and the property management enterprises maintain, conserve and manage the houses, supporting facilities and related sites in accordance with the property service contract, so as to maintain the environmental sanitation and order in the relevant areas. Fifty-second water supply, power supply, gas supply, heating, communications, cable television and other units shall bear the responsibility for the maintenance and conservation of related pipelines and facilities in the property management area according to law. If the units specified in the preceding paragraph temporarily occupy or dig roads and sites due to maintenance, they shall promptly restore the original state. It should not belong to the property category, because the property management company does not have the professional technical level and qualification related to heating. When heating involves property in litigation, laws and regulations related to property need to be applied.
