The investment proportion of construction, installation and maintenance costs shall be determined by the applicant owners through voluntary negotiation. The owners of the ground floor houses whose ventilation, lighting or traffic conditions are affected by the installation of elevators, other owners may give certain economic compensation through negotiation.
