What is prophase property management? What are the rules?

Pre-property management refers to the property management from the sale of houses to the establishment of owners' committees. It has the following provisions:

(1) The sales unit of newly-built commercial housing shall formulate a residential use convention before selling housing, sign a preliminary property management service contract with the selected property management enterprise, and report it to the district property management department where the property is located for the record.

(2) When signing the residential transfer contract with the buyers and sellers of newly-built commercial housing, the sales unit shall take the residential use convention, the preliminary property management service contract and the residential use manual as annexes to the residential transfer contract.

(3) The convention on residential use shall not contravene laws and regulations.

(four) during the preliminary property management, the new commercial housing sales unit shall not use the property maintenance fund.

(V) The selling unit of newly-built commercial housing shall bear the prophase property management service fee, and the selling unit and the buyer shall bear the prophase property management service fee from the delivery date of the newly-built commercial housing to the termination date of the prophase property management service contract in accordance with the stipulations of the residential transfer contract.

When a newly-built commercial house is delivered for use, unless otherwise agreed in the house transfer contract, the property management enterprise shall not charge any fees to the house buyer.

When the owners' convention deliberated and adopted by the owners' congress or the owners' congress comes into effect, the residential use convention is terminated. When the property management service contract signed by the owners' committee and the property management enterprise selected by the owners' committee comes into effect, the previous property management service contract is terminated.
