To apply for a Grade-A evaluation certificate, the applicant shall meet the following conditions: (1) Having the qualification of a legal person, having an institution specializing in environmental impact assessment, having a fixed place and working conditions, and having sound internal management rules and regulations; (2) Being able to independently complete the investigation and analysis of major pollution factors and the impact prediction of major environmental factors in environmental impact assessment, to carry out the investigation and prediction of ecological conditions, to analyze and review technical reports and monitoring data provided by cooperative units, and to independently prepare environmental impact reports; (3) among the full-time technical personnel engaged in environmental impact assessment, at least four should have senior technical titles, and more than six should have intermediate technical titles, of which at least six have been engaged in environmental impact assessment for more than three years. The above-mentioned personnel must meet the requirements of the State Environmental Protection Administration for certificates for personnel engaged in environmental impact assessment of construction projects, and be familiar with and abide by national and local environmental protection laws, standards and technical specifications for environmental impact assessment; (four) full-time technical personnel engaged in engineering, environment, ecology, social and economic work; (five) equipped with special instruments and equipment and computer drawing equipment consistent with the scope of business. Article 6 To apply for a Grade B evaluation certificate, the applicant shall meet the following conditions: (1) Having the qualification of a legal person, having an institution specializing in environmental impact assessment, having a fixed place and working conditions, and having sound internal management rules and regulations; (2) To be able to complete the investigation and analysis of major pollution factors and the impact prediction of major environmental factors in environmental impact assessment, to carry out the investigation and prediction of ecological conditions, to have the ability to analyze and review technical reports and monitoring data provided by cooperative units, and to independently write environmental impact reports; (three) full-time technical personnel engaged in environmental impact assessment shall have more than six senior and intermediate technical titles. The above-mentioned personnel must meet the qualification requirements of the State Environmental Protection Administration for personnel engaged in environmental impact assessment of construction projects, and be familiar with and abide by national and local environmental protection laws, standards and technical specifications for environmental impact assessment; (four) there are technical personnel engaged in engineering, environment, ecology, social economy and other special work; (five) equipped with special instruments and equipment and computer drawing equipment consistent with the scope of business. Article 7 Application procedures for Grade A evaluation certificate: (1) The applicant submits a written application to the State Environmental Protection Administration, receives and fills in the Application Form for Qualification Certificate of Environmental Impact Assessment of Construction Projects as required, and submits it to the State Environmental Protection Administration together with relevant certification materials; (2) The State Environmental Protection Administration shall solicit opinions from the provincial environmental protection bureau and relevant industry authorities where the applicant is located; (3) The State Environmental Protection Administration shall examine the qualifications of the applicant, and issue a Grade A evaluation certificate if it meets the requirements. (1) The applicant submits a written application to the State Environmental Protection Administration, receives and fills in the Application Form for Qualification Certificate of Environmental Impact Assessment of Construction Projects as required, and submits it to the local provincial environmental protection bureau for examination and signature, and the competent department of industry, if any, for signature; (2) With the consent of the local provincial environmental protection bureau and the competent department of industry, the applicant shall submit the Application Form for Qualification Certificate of Environmental Impact Assessment of Construction Project signed by the competent department of industry to the State Environmental Protection Administration for examination and approval; (3) The State Environmental Protection Administration shall examine the qualifications of the applicant, and issue a Grade B evaluation certificate if it meets the requirements. Article 9 An applicant whose staffing does not fully meet the qualification requirements of the B evaluation certificate may apply for the B certificate only for filling in the environmental impact report form with the approval of the local provincial environmental protection bureau due to work needs. The application procedure shall be implemented with reference to the provisions of Article 8 of these Measures.
