Chapter V of Anhui Property Management Regulations

The realty service enterprise shall guide and supervise the decoration of the house by the owners or property users.

Owners or property users who decorate houses shall inform the property service enterprises in advance; The realty service enterprise shall inform the owners or property users of the prohibited acts and matters needing attention in the house decoration, and strengthen the inspection. The following acts are prohibited in the property management area:

(a) the demolition of housing load-bearing structure;

(two) occupation, damage to * * * housing, * * housing facilities and equipment;

(three) illegal construction of buildings and structures;

(four) in violation of laws, regulations and management regulations, without the consent of interested owners, the house is changed into a business house;

(five) changing the appearance of the house without authorization, affecting the life, work or city appearance and environment of others;

(six) in violation of the provisions of stalls, jeeves;

(seven) dumping garbage, sewage and debris in violation of regulations;

(eight) graffiti on buildings and structures, or hanging or posting promotional materials in violation of regulations;

(9) Parking bicycles and motor vehicles in violation of regulations;

(ten) stacking flammable, explosive, toxic or radioactive substances, discharging toxic and harmful substances or making noise exceeding the prescribed standards;

(eleven) other acts prohibited by laws, regulations and rules.

In violation of the provisions of the preceding paragraph, other owners, owners' committees and property service enterprises have the right to stop them. Stop invalid, the realty service enterprise and the owners' committee shall promptly report to the relevant administrative departments. After receiving the report, the relevant administrative departments shall stop it or deal with it according to law. If there are potential safety hazards in the property, which endanger the public interests and the legitimate rights and interests of others, the responsible person shall timely repair and maintain it, and the relevant owners shall cooperate.

If the responsible person fails to perform the maintenance obligation, it can be maintained by the property service enterprise with the consent of the owners' meeting, and the expenses shall be borne by the responsible person. No unit or individual is allowed to occupy the owner's roads or other venues to park vehicles without authorization. If it is really necessary to occupy the roads or other venues shared by the owners in the property management area to park vehicles, it shall be approved by the owners' congress and the parking fee shall be charged. Parking fee belongs to all owners.

Vehicles driving and parked in the property management area shall comply with the relevant management regulations of the property management area.

No unit or individual may occupy the fire escape to park vehicles. Owners of residential properties, non-residential properties in residential quarters or non-residential properties connected with single houses outside residential quarters shall deposit special maintenance funds. However, unless it is owned by the owner and does not use parts and facilities of other properties.

The special maintenance funds deposited by the owner shall be owned by the owner, and shall be used for the maintenance, renewal and transformation of * * * parts and * * * facilities and equipment of the property after the expiration of the warranty period, and shall not be used for other purposes. The real estate administrative department of the people's government of a city or county (city) divided into districts and the owners' committee shall, in accordance with the provisions of the state, announce to the owners at least once a year the deposit, use, appreciation and balance of special maintenance funds.

The management of special maintenance funds shall follow the principles of special account storage, earmarking, owner's decision-making and government supervision. The administrative department of real estate of the people's government of a city or county (city) divided into districts shall, jointly with the financial department of the people's government at the same level, establish and improve the use, management and supervision system of special maintenance funds.

The deposit, use and management of special maintenance funds shall be implemented in accordance with the relevant provisions of the state and the province. The construction unit shall, after the completion of the property, hand over the water supply, power supply, gas supply, heating, communication, television and other facilities to professional business units for maintenance and management.

Water supply, power supply, gas supply, heating, communications, television and other units shall bear the responsibility for the maintenance and conservation of relevant pipelines and facilities and equipment within the property management area according to law.

Where the unit specified in the preceding paragraph entrusts the realty service enterprise to repair and maintain on its behalf, it shall sign an entrustment contract and pay the corresponding maintenance expenses.
