There are more and more places to use elevators, and the demand for elevators is increasing year by year. However, there are some weak links in elevator management, which expose many problems and cause strong reflection from all walks of life. In order to effectively strengthen the management of elevator industry, improve the quality of elevator manufacturing, installation and maintenance, and ensure the safe and normal operation of elevators, the State Economic and Trade Commission and relevant departments conducted a special study on elevator management.

Interim Provisions on Strengthening Elevator Management

Article 1 The elevator manufacturing, installation and maintenance site is a one-stop management system in which elevator manufacturing enterprises are fully responsible.

Article 2 The Ministry of Construction is the centralized management department of the national elevator industry, and is responsible for the macro-management of elevator manufacturing, installation and maintenance throughout the country. The construction administrative departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall be responsible for the management of the elevator industry within their respective jurisdictions.

Article 3 Elevator manufacturing, installation and maintenance enterprises and users must strictly implement national standards, industry standards and relevant regulations, and encourage elevator manufacturing enterprises to formulate internal control standards higher than national standards or industry standards.

Article 4 A licensing system shall be implemented for elevator production. The certification work shall be carried out in accordance with the current relevant national laws and regulations, which shall be managed by the State Bureau of Technical Supervision and implemented by the Ministry of Construction.

Article 5 The varieties and models of elevators explicitly eliminated by the state shall not continue to be produced, sold or installed. Offenders are investigated and punished according to fake and inferior products.

Any unit that has not obtained the approval of the elevator production enterprise shall not undertake the sales, installation and maintenance of the elevators produced by this enterprise. The maintenance work of elevators in use before the promulgation of these Provisions shall be handled in principle with reference to these Provisions.

Article 7 After the installation and debugging of the elevator is completed, the elevator manufacturing unit shall conduct quality self-inspection and issue the elevator product quality certificate or test report. By the use of units to the construction administrative departments to apply for project construction approval, construction administrative departments to organize construction, construction, safety supervision and other units of joint inspection and acceptance. After acceptance, it shall sign for delivery. Other departments will not repeat testing and certification.

In principle, quality disputes in acceptance shall be settled by both parties through consultation. If negotiation fails, the elevator manufacturer shall submit it to the local technical supervision department until the State Bureau of Technical Supervision for arbitration.

The warranty period of elevator quality is one year from the date of acceptance, but not more than 18 months after delivery. Quality problems after the expiration of the warranty period shall be dealt with according to the national product quality law.

Eighth after the elevator is put into operation, the user must formulate a management system and designate a person to be responsible for the management; Should be equipped with qualified elevator drivers, certificates. Drivers who have been away from work for more than half a year should continue to work after retraining.

Users and enterprises undertaking maintenance must carry out regular inspection and testing in strict accordance with the use and maintenance procedures of this type of elevator, and carefully record them one by one and file them for future reference. Accept the quality supervision and safety supervision of relevant state departments.

Article 9 Spare parts for elevator maintenance shall be provided by elevator manufacturers or ordered by production and business units recommended (designated) by elevator manufacturers.

In principle, whoever imports elevator maintenance spare parts is responsible.

Article 10 After the elevator is rebuilt or overhauled, it shall be inspected by the quality inspection department before it can continue to operate. The unit undertaking renovation and overhaul is responsible for the warranty 12 months.

Article 11 After the production of elevator products is stopped due to transformation or elimination, the original elevator production enterprise shall continue to provide spare parts for maintenance of elevators in use, or provide users with replacement parts.

Thirteenth elevator in the operation of serious personal injury, equipment damage and other accidents, the user shall promptly report to the competent department of safety in accordance with the relevant provisions of the state, and cooperate with the accident investigation and handling.

Article 14 The installation and maintenance of imported elevators shall be handled by the elevator importing unit with reference to these Provisions.
