In order to improve the supervision process of commercial housing decoration in our city from design, construction, supervision, sales to delivery, standardize the main behaviors of all parties involved in decoration and ensure the quality of decoration, the Notice on Further Strengthening the Management of Commercial Housing Decoration in our city (hereinafter referred to as the Notice) officially issued on June 5438+09, 2009 clearly stipulates that the model houses publicized on the spot must be "demolished" three months after the project is delivered, and the decoration warranty period is at least two years.

The "Notice" proposes that the whole decoration should be designed, constructed, supervised and put into use at the same time as the main project of commercial housing, and the whole process of the whole decoration project should be supervised. If the "four synchronizations" are not completed as required and the quality supervision procedures are not handled, the pre-sale permit will not be obtained. When applying for price filing for fully renovated real estate, the blank and decoration shall be filed separately. For some high-grade buildings, the decoration price should be determined objectively according to the decoration standard, and the enterprise can declare only after the professional evaluation department determines the decoration evaluation price. For newly declared projects that do not accept the decoration guidance price, no pre-sale permit will be obtained. The New Deal also stipulates that in addition to the filing price and decoration guidance price of the blank, if there are other charges, such as personalized decoration, binding parking spaces, household appliances, tea fees, etc. Once verified, the real estate department will suspend the sale of the property and suspend the issuance of sales licenses within one year, except that the price department will investigate and deal with it according to relevant regulations.

The "Notice" clarifies that after the decoration price evaluation report is publicized, it shall not be changed without authorization, and the project must be renovated in accordance with the approved decoration plan before delivery. If it is necessary to change the decoration design standard, it is necessary to obtain the consent of the property owner. Before the delivery of the new house, the price of the whole decoration shall not be raised in the form of secondary decoration. Our city will establish a list of third-party full decoration price evaluation agencies, and the third-party evaluation agencies that undertake decoration price evaluation will be randomly selected from the list.

At the scene of commodity sales, developers will provide various types of "model houses" for buyers to visit.

"Tall" floors, wall coatings, kitchen and bathroom facilities are all important factors to impress consumers, but in reality, many hardcover rooms are not the same as the original model rooms. Owners want to control the rights of model houses, but many model houses were demolished after the project was sold out. In this regard, the "Notice" clarifies that development enterprises must publicize the decoration standards, decoration evaluation price conclusions and model houses at the sales site. The deadline for publicity of model houses must be more than 3 months after the project delivery.

Not long after the developer delivered the finely decorated house, he was complained by the owner because of quality problems. Because the warranty can't keep up, it is not uncommon for many owners to refuse to pay property fees to protect their rights. "Notice" requires that under normal use conditions, the minimum warranty period for indoor decoration of residential buildings is two years, and the leakage prevention period for rooms and external walls with waterproof requirements is five years.
